Lee is also a member of the National Association for the Education and Advancement of Cambodian, Laotian and Vietnamese Americans (NAFEA) and is a member of the editorial review board of the "Journal of Southeast Asian American Education & Advancement." His recent publications include "Cambodian American Experiences: Histories, Communities, Cultures, and Identities" (2010) and "The Encyclopedia of Asian American Folklore and Folklife" (on-press).

Book excerpt: The historiography of the Cold War has long been dominated by American motivations and concerns, with Southeast Asian perspectives largely confined to the Indochina wars and Indonesia under Sukarno. Southeast Asia’s Cold War corrects this situation by examining the international politics of the region from within rather than without. It provides an up-to-date, coherent narrative of the Cold War as it played out in Southeast Asia against a backdrop of superpower rivalry. When viewed through a Southeast Asian lens, the Cold War can be traced back to the interwar years and antagonisms between indigenous communists and their opponents, the colonial governments and their later successors. Burma, Malaysia, Singapore, Brunei, and the Philippines join Vietnam and Indonesia as key regional players with their own agendas, as evidenced by the formation of SEATO and the Bandung conference. The threat of global Communism orchestrated from Moscow, which had such a powerful hold in the West, passed largely unnoticed in Southeast Asia, where ideology took a back seat to regime preservation. China and its evolving attitude toward the region proved far more compelling: the emergence of the communist government there in 1949 helped further the development of communist networks in the Southeast Asian region. Except in Vietnam, the Soviet Union’s role was peripheral: managing relationships with the United States and China was what preoccupied Southeast Asia’s leaders. The impact of the Sino-Soviet split is visible in the decade-long Cambodian conflict and the Sino-Vietnamese War of 1979. This succinct volume not only demonstrates the complexity of the region, but for the first time provides a narrative that places decolonization and nation-building alongside the usual geopolitical conflicts. It focuses on local actors and marshals a wide range of literature in support of its argument. Most importantly, it tells us how and why the Cold War in Southeast Asia evolved the way it did and offers a deeper understanding of the Southeast Asia we know today.

Book excerpt: The Nixon or Guam Doctrine of 1969 stressed the importance of progress towards regional cooperation and Asian collective security, indicating that Asian countries themselves should take the initiative in creating programs in which the United States could participate. This book analyses the development of United States regional cooperation policy on Southeast Asia and its importance to long-term planning for the region that had been the general aim of successive American post-war administrations. The author demonstrates the link between economic regional cooperation and collective security in Southeast Asia, placing regionalism in an international context by examining the influence United States policy and various important events had on the development of Southeast Asian regionalism. Through the analysis of primary material, including previously classified material, in the United States, the United Kingdom, and Australia and engagement with historiography of war and peace in Southeast Asia, the book puts forward the argument that Southeast Asian regional cooperation was influenced by both American and Asian policy and its development reflected the economic and political transformation of the post-war Southeast Asian landscape. It also examines the developments in British and Australian policy and how developments in Southeast Asia influenced and, in turn, were affected by the policies of the Western powers. Adding to the current discourse concerning the origins of Southeast Asian regionalism, this book will be of interest to academics in the field of Southeast Asian studies, United States political history, international relations and regionalism.

Working from a unique theoretical foundation that combines linguistic anthropology, Asian American studies, and education, and using rigorous linguistic anthropological tools to closely examine video- and audio- recorded interactions gathered during the video-making project (in which teen participants learned the skills for creating their own video and adult staff learned to respect and value the local knowledge of youth), the author builds a compelling link between micro-level uses of language and macro-level discourses of identity, race, ethnicity, and culture. In this study of the ways in which teens draw on and play with circulating stereotypes of the self and the other, Reyes uniquely illustrates how individuals can reappropriate stereotypes of their ethnic group as a resource to position themselves and others in interactionally meaningful ways, to accomplish new social actions, and to assign new meanings to stereotypes. This is an important book for academics and students in sociolinguistics, linguistic anthropology, discourse analysis, and applied linguistics with an interest in issues of youth, race, and ethnicity, and/or educational settings, and will also be of interest to readers in the fields of education, Asian American studies, social psychology, and sociology.

Book excerpt: Arc of Containment recasts the history of American empire in Southeast and East Asia from World War II through the end of American intervention in Vietnam. Setting aside the classic story of anxiety about falling dominoes, Wen-Qing Ngoei articulates a new regional history premised on strong security and sure containment guaranteed by Anglo-American cooperation. Ngoei argues that anticommunist nationalism in Southeast Asia intersected with preexisting local antipathy toward China and the Chinese diaspora to usher the region from European-dominated colonialism to US hegemony. Central to this revisionary strategic assessment is the place of British power and the effects of direct neocolonial military might and less overt cultural influences based on decades of colonial rule, as well as the considerable influence of Southeast Asian actors upon Anglo-American imperial strategy throughout the post-war period. Arc of Containment demonstrates that American failure in Vietnam had less long-term consequences than widely believed because British pro-West nationalism had been firmly entrenched twenty-plus years earlier. In effect, Ngoei argues, the Cold War in Southeast Asia was but one violent chapter in the continuous history of western imperialism in the region in the twentieth century.

Book excerpt: A new phase in US foreign policy, in which China is viewed as a major threat to American economic and security interests, has begun under the Trump administration. The strong anti-China sentiment is accompanied by efforts to “decouple” from China. If carried too far, they will alienate allies and friends whose cooperation the US will need in order to compete with China. In the broader American foreign policy community, there is an intense ongoing debate on how strong the push-back against China should be. Both moderates and hawks agree on the need for a “tougher” approach but differ on the degree and method of toughness. No coherent strategy has been possible partly because President Trump’s thinking does not always accord with that of his own administration and partly because it is still too early in the day to come out with well-thought-out policies to support such a major change in foreign policy direction. The ongoing adjustments to global policy and strategy will therefore continue as the security focus shifts to the Indo-Pacific region. The “Free and Open Indo-Pacific” concept provides some signs of the broad direction policy may take but its vital economic dimension is still missing. There is greater recognition in Washington of the importance of Southeast Asia. Located in the middle of Indo-Pacific, it will be a contested zone between China and the US and its allies. The US will step up its public diplomacy to better promote its own narrative in Southeast Asia. Under the Trump administration, the importance of the South China Sea to the US has risen. The US will remain a powerful factor in Asia despite Trump and problems at home. China is not on an inevitable path of dominance given its own significant domestic challenges.

How has a group of lesser, self-identified Southeast Asian powers gone beyond its original regional purview to shape the form and content of Asian Pacific and East Asian regionalisms? According to Alice Ba, the answers lie in ASEAN's founding arguments: arguments that were premised on an assumed regional disunity. She demonstrates how these arguments draw critical causal connections that make Southeast Asian regionalism a necessary response to problems, give rise to its defining informality and consensus-seeking process, and also constrain ASEAN's regionalism.
