Because the components of the proposed alternatives and the final selected plan are very different, this appendix is divided into chapters which address the different components. Chapter 1 presents the analysis used for the levee components, Chapter 2 presents the design for a pump station on the Natomas East Main Drainage Canal (done by A/E contract), Chapter 3 presents the analysis for the dam portion, and Chapter 4 is the cost estimate for the final selected plan. Each chapter first describes the alternatives used in determining the National Economic Development (NED) plan. Costs developed for these alternatives are presented in the individual chapters. These initial alternative designs and costs are not M-CACES level designs or costs. They are designs and costs adequate to give enough information to be used for identification of the NED plan. After the NED plan was identified, this information along with other information was used to determine the selected plan. The selected plan was then analyzed using an M-CACES approach. This involved additional detailed design and a more thorough approach to the cost estimate using an M-CACES analysis. This additional analysis for the selected plan along with guidance from the Feasibility Resolution Conference, the Technical Resolution Conference, and the Project Guidance Memorandum resulted in design differences between the alternatives analyzed and the selected plan. The selected plan is described at the end of each chapter. Differences between the alternatives analyzed and the selected plan are described there. Chapter 4 gives the M-CACES cost estimate for the selected plan.

Available in PDF, EPUB and Kindle. Book excerpt: Originating in the Sierra Nevada, the North and Middle Forks of the American River join just upstream of the city of Auburn (Figure 1). From the North and Middle Forks confluence, the river flows past Auburn before entering Folsom Lake. Flows are released from Folsom Dam into Lake Natoma, which serves primarily as a reregulating reservoir. From Nimbus Dam, water is released downstream into the lower American River. It then flows through the American River Parkway (Figure 2), located in the densely populated Sacramento metropolitan area, for a distance of 23 miles before reaching its confluence with the Sacramento River. The average annual runoff is about 2.7 million acre-feet. The annual flow regime of the river, however, has changed significantly since construction of Folsom and Nimbus Dams in 1955. Nimbus Salmon and Steelhead Hatchery is located just below Nimbus Dam (Figure 3). Built in the early 1950's to compensate impacts of the Folsom project, it is operated by the California Department of Fish and Game under contract with the Federal Government. The lower American River floodplain is about 4,800 acres in size with an additional 4,000 acres of undeveloped adjacent lands. Of the 8,800 acres, about 5,000 acres are administered by Sacramento County as the American River Parkway (Figure 2). The parkway supports over 5 million visitor-use days annually with an estimated nonmarket value of $96 million (California Department of Fish and Game 1986), making it a very valuable regional asset.

Book excerpt: To insure that the planning studies addressed all potential problems, the Corps maintained continuous coordination with local sponsors, agencies affected by the project, and agencies directly involved in project studies. Formal coordination included presentations at meetings of the Executive Committee. The most extensive coordination, however, was accomplished through the Study Management Team meetings. The Corps initiated these meetings in February 1988 to discuss study results by the various agencies involved. The meetings encouraged the interchange of ideas and discussion of problems, and provided an opportunity for participation in project planning by the City and County of Sacramento and agencies not otherwise directly involved in the studies.
