Major sections include personal characteristics (age, education, gender, religion, occupation, income, union membership, urbanism, race/ ethnicity); partisanship (party identification, open-ended evaluations of parties and candidates); issues (ideological self-placement, issue preferences, perceptions of economic conditions); candidate traits; thermometer ratings of individuals and groups; voter preferences; media exposure; and voter turnout and political participation. The editors present these attributes in terms of stability and change and the sequence in which the various elements acquire relevance for the voter's choice. The book is organized to give time-series distributions of data from all items included on three or more studies during the thirty-four years covered, and presents first-level analyses through a logically structured series of bivariate tables. It is the only book to include the basic data from National Election Studies.

Political commentators seem to know how such rules influence political behaviour. They firmly believe, for example, that candidates running in plurality systems are better known and held more accountable to their constituencies than candidates competing in elections governed by proportional representation. However, such assertions rest on shaky ground simply because solid empirical knowledge to evaluate the impact of political institutions on individual political behaviour is still lacking. The Comparative Study of Electoral Systems has collected data on political institutions and on individual political behaviour and scrutinized it carefully. In line with common wisdom results of most analyses presented in this volume confirm that political institutions matter for individual political behaviour but, contrary to what is widely believed, they do not matter much.

The election studies are designed to present data on Americans' social backgrounds, enduring political predispositions, social and political values, perceptions and evaluations of groups and candidates, opinions on questions of public policy, and participation in political life. A Black supplement of 263 respondents, who were asked the same questions that were administered to the national cross-section sample, is included with the national cross-section of 1,571 respondents. In addition to the usual content, the study contains data on opinions about the Supreme Court, political knowledge, and further information concerning racial issues. Voter validation data have been included as an integral part of the election study, providing objective information from registration and voting records or from respondents' past voting behavior.

Book excerpt: Who Votes Now? compares the demographic characteristics and political views of voters and nonvoters in American presidential elections since 1972 and examines how electoral reforms and the choices offered by candidates influence voter turnout. Drawing on a wealth of data from the U.S. Census Bureau's Current Population Survey and the American National Election Studies, Jan Leighley and Jonathan Nagler demonstrate that the rich have consistently voted more than the poor for the past four decades, and that voters are substantially more conservative in their economic views than nonvoters. They find that women are now more likely to vote than men, that the gap in voting rates between blacks and whites has largely disappeared, and that older Americans continue to vote more than younger Americans. Leighley and Nagler also show how electoral reforms such as Election Day voter registration and absentee voting have boosted voter turnout, and how turnout would also rise if parties offered more distinct choices. Providing the most systematic analysis available of modern voter turnout, Who Votes Now? reveals that persistent class bias in turnout has enduring political consequences, and that it really does matter who votes and who doesn't.
