Its initial meeting was held in Columbus, Ohio, October 28th, 29th and 30th, 1897, and was attended by several hundred officials, among them being Mayors Quincy of Boston; Jones, of Toledo; Ashley, of New Bedford; Saltsman, of Erie; Johnson of Fargo; Pratt, of Minneapolis; Doran, of St. Paul; Gibson, of Zanesville; Laager, of Joliet; Medill, of Rock Island; McMurray, of Denver; Pierce, of Marshalltown; Farnsworth, of New Haven, and Todd, of Louisville. Among the aldermen in attendance were Guggenheimer, of New York City; Coots, of Detroit; Steier, of Cleveland; Collins, of Holyoke, Mass.; Lavery, of Poughkeepsie, and many others. The permanent officers named at the first meeting were as follows: President - John MacVicar, Mayor, Des Moines; Vice-President - C. A. Collier, Atlanta, Ga.; Secretary - B. F. Gilkison, New York; Treasurer - W. A. Black, Mayor, Atlanta, Ga. Trustees - John Warner, Mayor, Peoria; F. A. Walker, President Council, Trenton, N. J.; L. M. Rand, Councilman, Minneapolis, Minn.; C. M. Leitch, Acting Mayor, Wilmington, Del.; Geo. E. Green, Binghamton, N. Y. At that meeting the constitution of the League was adopted, of which the first section makes plain the object of the organization, reading as follows: "The object of this organization, which shall be known as the League of American Municipalities, shall be the general improvement and facilitation of every branch of municipal administration by the following means: First, the perpetuation of the organization as an agency for the co-operation of American cities in the practical study of all questions pertaining to municipal administration; second, the holding of annual conventions for the discussion of contemporaneous municipal affairs; third, the establishment and maintenance of a central bureau of information for the collection and compilation and dissemination of statistics, reports and all kinds of information relative to municipal government." The membership of the League is composed of three grades: First. Active members, include all those holding municipal offices, and representing cities. Second. Honorary members, include all those who have held municipal office and have been members of the League. Third. Associate members, include the editors of municipal journals, and individuals and firms engaged in making municipal necessities. We are told that the American city council has proved itself in practice unfit to be trusted. Its powers have been taken away only because it has abused them. Whatever methods of election or of organization have been tried, it has been found impossible to secure good council men. The system of council rule worked well enough in the early days, with simple administrative problems and a compara tively high qualification for the electorate. But with the intro duction of universal suffrage, the influx of foreign immigrants, the intrusion of party politics and the growth of municipal functions, the system broke down completely. These state ments are usually made as if they were self-evident common places of history. Seldom is any detailed study brought to their support. But historical evidence must be handled with the greatest care in order to be conclusive. Failure rightly to analyze causes and effects and to take account of differences in conditions is apt to vitiate our reasoning. Not yet have we suflicient knowledge of municipal history or suflicient outlook into the future to justify dogmatic conclusions as to the relative success of council rule and mayor rule. A few considerations may be presented, however, which show how comparatively weak is this argument in favor of the mayor system from our experience in city government. At the same time it must be conceded that the introduction of the commission form has been accompanied by very material improvement in municipal administration in those communities where the experiment is being tried. This improve ment has 'been most marked in the matter of finances, (which are sadly in need of attention in all American municipalities), and of certain public functions like the care and maintenance of the streets. There has also been a marked improvement in the supervision and management of muni cipnl utilities, whether run directly by the city or by private concerns. The explanation for this lies in the fact that the responsibility is concentrated upon Officials who have adequate authority to produce results, and who know that in the eye of the people they are responsible. Bureaus of municipal research speak with aptness and propriety of the necessity of a mayor's eye which shall be all-seeing and far - seeing, and which shall be directed to all phases of municipal administration.
