Book excerpt: States are increasingly focusing the mission of their elementary and secondary education systems on preparing all students for success in postsecondary education and 21st century careers. As standards have increased, so too have graduation requirements. Today, 20 states and the District of Columbia have adopted such high school graduation policies. Even before states had raised their mathematics expectations, it became clear that a different kind of assessment was needed to reflect their changing expectations. To that end, fourteen states--Arkansas, Indiana, Kentucky, Maryland, Massachusetts, New Jersey, Ohio, Pennsylvania, Rhode Island, Arizona, Hawaii, Minnesota, North Carolina and Washington--joined together to develop and use a common end-of-course exam in Algebra II. In the spring of 2008, nearly ninety thousand students across twelve of the fourteen states in the partnership took the ADP Algebra II end-of-course exam for the first time. In subsequent years, the number of exam takers is expected to grow significantly. This report, released as the scores from the first administration are reported to students, their teachers and their parents, provides an overview of the test as well as exam results from each of the participating states. Most states offered the test on a pilot basis this year, giving many educators a first look at the expectations of a rigorous Algebra II course assessment. States are in the process of developing policies for the use of the test. and how it will fit into their still-evolving high school assessment and accountability systems. While most of the states in the partnership require, or plan to require, students to take Algebra II in order to graduate, these new requirements are being phased in over time and do not apply to most of the students who took the exam this year. Consequently, this year's participation rates in Algebra II courses and in the ADP end-of-course exam vary from state to state. Book excerpt: To ensure that all high school graduates are prepared for the opportunities and challenges that await them, states have increasingly been focused on aligning their end-of-high school expectations with the demands of the real world. In 2005, no state had aligned their expectations with real world demands; now 29 states have adopted college- and career-ready standards in English and/or mathematics. And, as standards in mathematics have risen, so too have graduation requirements. Currently 19 states and District of Columbia require students to study mathematics through Algebra II or its equivalent in order to earn a high school diploma. These policies are well grounded; advanced mathematics courses, such as Algebra II, improve access to postsecondary education, reduce the need for remediation and significantly increase the odds that a student will earn a degree. Particularly for disadvantaged students, advanced mathematics coursework in high school significantly narrows the equity gap, improving access to and success in college and in future economic opportunities. To assess these raised expectations, a group of American Diploma Project (ADP) network states formed the ADP Assessment Consortium. The Consortium created Algebra I and II end-of-course exams that provide an honest assessment of whether a student has mastered the content in the course they have just completed and is prepared for higher-level mathematics coursework. By design, the tests are challenging. States in the Consortium knew that what they were undertaking wouldn't be easy and that early results would be disappointing. But they believed that by setting the bar appropriately high, they could collectively challenge themselves, their systems and their schools to improve secondary mathematics education for the benefit of all students. The ADP Assessment Consortium states have shown that multistate partnerships are not just possible, but that they can be a vehicle for driving change. The states have, in fact, been engaged in a voluntary race to the top. Even in the face of disappointing first-year results for the ADP Algebra II exam and an economic recession that severely impacted state budgets, these states have stayed the course, giving more exams this year than last and willingly disclosing the results and the challenges they face. No state alone could do what the 15 Consortium states have managed together. While there is plenty of hard work ahead, the ADP Assessment Consortium states have already demonstrated that they can move faster--and more economically--together than they ever could have going it alone. The report concludes that if states can be as successful on these critical next steps as they have been in creating the assessments, they will have truly changed the prospects for their students by ensuring that student choices regarding their future college and career plans are based on having a strong foundation in mathematics that makes all paths possible. We offer our kids a weak and poorly thought out curriculum; too many teachers do not make good use of classroom time and follow lesson plans that are superficial and repetitive; almost all state governments define “proficiency” at low levels of competency; and because kids with very uneven skills populate a classroom, teachers spend considerable time on review before introducing new material. This dismal picture is tempered by the fact that the hard work and dedication of countless teachers and administrators means that many students get an excellent education. But it doesn’t temper it much. As a group, even our top students are not as strong as are those in a large majority of other rich countries. But it doesn’t have to be this way. Katherine Baird, an economist, starts by clearly spelling out how our educational system is trapped in mediocrity. Yet, she doesn’t just expose where we are. She identifies the steps to get out of the trap. We need to (1) dramatically reform our education’s governance structure, (2) establish high expectations for all students, (3) provide adequate support to meet those expectations, and (4) introduce strong incentives for students to work hard in school so they do their part in meeting higher standards. Clearly, it isn’t as simple as it sounds, but Baird carefully examines each factor that has led to the current state in education and then spells out how a combination of policies will weaken the forces that keep our schools mediocre and instead make them ones worth copying

This variety may have both advantages and disadvantages, but it nevertheless raises a fundamental question: Is the establishment of common K-12 academic standards, which states could voluntarily adopt, the logical next step for standards-based reform? The goal of this book is not to answer the policy question of whether or not common standards would be a good idea.
