Chaos and destruction became the “manifest destiny” of these peoples and democracy became a dangerous fantasy. The United States' record of building democracy after invading other countries is mixed at best and the Bush administration’s commitment to state-building efforts in Iraq is doubtful. The United States have failed at developing democracy in the Middle East – which has led to increased instability and anarchy – because U.S. foreign policy has misunderstood the formula for building democracy in the region. The United States is just the latest Western nation to fail in the Middle East. The repercussions of a miscalculated intervention in Iraq were likely to complicate the spread of democracy in the Middle East rather than to promote it. Instead of developing democratic governments in the region the US intervention paved the way for the emergence of more oppressive radical groups that hijacked the reins of power from the legitimate governments and anguished peoples’ lives through acts of terror and bullying. The new paradox that Bush’s neoconservative government created in Iraq and the Middle East has turned a lofty project of democratization into a disaster of destruction. While ISIL (Islamic State of Iraq and the Levant) has seized core leadership positions in Syria, Iraq and other places, it is putting in practice the larger tripartite plan of the disintegration of the Middle East. In the process of establishing the Islamic Caliphate, ISIL is sowing the seeds of its own destruction as the U.S. contemplates increased military action in the Middle East, specifically authorization of military force in Syria. However, if the US desires to preserve American preferential treatment in the region it should reconsider the policies that created so much anarchy.

Book excerpt: President Barack Obama in his second term faces a range of Middle East issues, including Iran, Israel and Palestine, the aftermath of the Arab political upheavals of 2011, and the implications of climate change and green energy for the US relationship with the Gulf oil monarchies. Some of his policies are likely to remain substantially unchanged from his first term, but the addition of Secretary of State John Kerry and Secretary of Defense Chuck Hagel to his cabinet will cause some shifts. In particular, the administration’s pivot away from the Middle East toward Asia may be slowed or reinterpreted. President Barack Obama has announced his intention of completing his military disengagement from the Middle East by winding down the Afghanistan War and withdrawing most or possibly all US troops from that country by the end of 2014. After the first decade of the 21st century, in which the United States was, for good or ill, a transformative force in Middle Eastern politics, Obama has set a much more cautious and pragmatic course for the second decade. His administration will continue to pressure Iran diplomatically and economically, but key cabinet officers have cast doubt on the utility of striking that country. Washington has signaled that it wants to avoid a military entanglement in Syria. In the first Obama administration, it announced a policy of pivoting toward Asia, and put many of its diplomatic efforts into Pacific Rim relationships. Even if this policy is moderated in the second term, Asia will certainly bulk large. Because Obama envisages a transition to an electricity and transportation grid fueled by domestic oil, wind and solar energy, he does not seem to believe that Middle-East petroleum has long-term significance for US security, and this calculation may make him less concerned about the Iranian challenge. On the other hand, he is unlikely to relinquish the US strategic position in the Gulf, which will likely remain important to the economy of America and its allies for two or three decades, even if that importance gradually declines. While the Obama team’s preference for a “rebalancing” toward Asia might be modified by Kerry’s hope that he can maintain good relations with China, it seems far more likely that the important foreign policy breakthroughs in Obama’s second term will come along the Pacific Rim than in a troubled Middle East.

Book excerpt: The promotion of 'democracy' abroad has been a feature of US foriegn policy since the early part of the twentieth century, accompanying its rise as an international actor. It provided the ideological basis for its opposition to rivals in the form of imperialism, fascism and communism. The end of the Cold War, which signalled the emergence of the US as the sole superpower, accelerated this process. With the ideological fusion of democracy and capitalism credited in large measure for the defeat of capitalism and state-planned economy, the promotion of democracy alongside capitalism as the only viable, legitimate mode of governance emerged as an increasingly important component of US foreign policy. Countries as diverse as the Philippines, Chile and Poland have all been subject to US democracy promotion initiatives. In the Middle East though, the US traditionally engaged authoritarian governments as a means of ensuring its core interests in the region. However the terrorist attacks of September 11, 2001, and the G. W. Bush administration's perception of the Middle East's 'democratic deficit' as underlying cause, initiated a significant departure in the traditional direction of US policy. Democracy promotion subsequently emerged as a central tenet of US policy to the Middle East. This thesis argues that, as part of the strategy of democracy promotion in the Middle East, the US has sought to gradually replace proxy authoritarian governments with elite-based democracies. From a neo-Gramscian perspective, this strategic shift can be seen as a move from coercive to consensual forms of social control, the underlying aim being to ensure a more enduring form of stability in the states concerned. This is part of a long-term US strategy, evidences prior in other regions such as Latin America, which ultimately aims at the achievement of a Gramscian hegemony; that is the internalisation by other societies of the US interpretation of 'democracy', and associated norms and values, as the natural order. Utilising an analytical framework derived from the neo-Gramscian approach, the thesis focuses in the main on the Clinton (1993-2001) and G. W. Bush (2001-2008) administrations, and uses the following case studies - Egypt, Irag and Kuwait - to examine the US strategy of democracy promotion in the Middle East,.
