Download or read book American Civil Defense 1945 1984 The Evolution of Programs and Policies Volume 2 Number 2 written by and published by . This book was released on 1985 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph examines the modern civil defense system from its inception to the present. The evolution of policies and programs is examined on the basis of five determinants: international crisis and change; quality and civil defense leadership and planning; congressional support and appropriations; presidential interest and support; and defense policy. This review is presented in terms of presidential administrations between 1945 and 1984. This monograph concludes that the U.S. cannot expect to achieve a significant level of attack preparedness at current budget levels; but that the Integrated Emergency Management System (IEMS) multi-hazard emergency management approach may be endorsed by the Congressional committees concerned.

Book Disasters and the American State

Download or read book Disasters and the American State written by Patrick S. Roberts and published by Cambridge University Press. This book was released on 2013-10-28 with total page 235 pages. Available in PDF, EPUB and Kindle. Book excerpt: Politicians and bureaucrats claim credit for the federal government's successes in preparing for and responding to disaster, and they are also blamed for failures outside of government's control. New interventions have created precedents and established organizations and administrative cultures that accumulated over time and produced a trend in which citizens, politicians, and bureaucrats expect the government to provide more security from more kinds of disasters. Despite the rhetoric, however, the federal government's increasingly bold claims and heightened public expectations are disproportionate to the ability of the federal government to prevent or reduce the damage caused by disaster.

Available in PDF, EPUB and Kindle. Book excerpt: Often written during imprisonment in Allied War camps by former German officers, with their memories of the World War fresh in their minds, The Foreign Military Studies series offers rare glimpses into the Third Reich. In this study Oberst a.D. Wilhem Willemar discusses his recollections of the climatic battle for Berlin from within the Wehrmacht. “No cohesive, over-all plan for the defense of Berlin was ever actually prepared. All that existed was the stubborn determination of Hitler to defend the capital of the Reich. Circumstances were such that he gave no thought to defending the city until it was much too late for any kind of advance planning. Thus the city’s defense was characterized only by a mass of improvisations. These reveal a state of total confusion in which the pressure of the enemy, the organizational chaos on the German side, and the catastrophic shortage of human and material resources for the defense combined with disastrous effect. “The author describes these conditions in a clear, accurate report which I rate very highly. He goes beyond the more narrow concept of planning and offers the first German account of the defense of Berlin to be based upon thorough research. I attach great importance to this study from the standpoint of military history and concur with the military opinions expressed by the author.”-Foreword by Generaloberst a.D. Franz Halder.

Available in PDF, EPUB and Kindle. Book excerpt: Disasters and History offers the first comprehensive historical overview of hazards and disasters. Drawing on a range of case studies, including the Black Death, the Lisbon earthquake of 1755 and the Fukushima disaster, the authors examine how societies dealt with shocks and hazards and their potentially disastrous outcomes. They reveal the ways in which the consequences and outcomes of these disasters varied widely not only between societies but also within the same societies according to social groups, ethnicity and gender. They also demonstrate how studying past disasters, including earthquakes, droughts, floods and epidemics, can provide a lens through which to understand the social, economic and political functioning of past societies and reveal features of a society which may otherwise remain hidden from view. This title is also available as Open Access on Cambridge Core.

Book excerpt: During the civil rights movement, epic battles for justice were fought in the streets, at lunch counters, and in the classrooms of the American South. Just as many battles were waged, however, in the hearts and minds of ordinary white southerners whose world became unrecognizable to them. Jason Sokol’s vivid and unprecedented account of white southerners’ attitudes and actions, related in their own words, reveals in a new light the contradictory mixture of stubborn resistance and pragmatic acceptance–as well as the startling and unexpected personal transformations–with which they greeted the enforcement of legal equality.
