For the first century and a half of its existence, the United States had just one alliance—a valuable but highly controversial military arrangement with France. Largely out of deference to George Washington’s warnings against the dangers of “entangling alliances,” subsequent American presidents did not consider entering another until the Second World War. Then everything suddenly changed. Between 1948 and 1955, US leaders extended defensive security guarantees to twenty-three countries in Europe and Asia. Book excerpt: Terrorist groups with a shared enemy or ideology have ample reason to work together, even if they are primarily pursuing different causes. Although partnering with another terrorist organization has the potential to bolster operational effectiveness, efficiency, and prestige, international alliances may expose partners to infiltration, security breaches, or additional counterterrorism attention. Alliances between such organizations, which are suspicious and secretive by nature, must also overcome significant barriers to trust—the exposure to risk must be balanced by the promise of increased lethality, resiliency, and longevity. In Why Terrorist Groups Form International Alliances, Tricia Bacon argues that although it may seem natural for terrorist groups to ally, groups actually face substantial hurdles when attempting to ally and, when alliances do form, they are not evenly distributed across pairs. Instead, she demonstrates that when terrorist groups seek allies to obtain new skills, knowledge, or capacities for resource acquisition and mobilization, only a few groups have the ability to provide needed training, safe haven, infrastructure, or cachet. Consequently, these select few emerge as preferable partners and become hubs around which other groups cluster. According to Bacon, shared enemies and common ideologies do not cause alliances to form but create affinity to bind partners and guide partner selection. Bacon examines partnerships formed by the Popular Front for the Liberation of Palestine, Al-Qaida, and Egyptian jihadist groups, among others, in a series of case studies spanning the dawn of international terrorism in the 1960s to the present. At its heart, Divided Allies examines why strategic cooperation among these closely allied Western powers in the Asia-Pacific region was limited during the early Cold War. Thomas K. Robb and David James Gill probe the difficulties of security cooperation as the leadership of these four states balanced intramural competition with the need to develop a common strategy against the Soviet Union and the new communist power, the People's Republic of China. Robb and Gill expose contention and disorganization among non-communist allies in the early phase of containment strategy in Asia-Pacific. In particular, the authors note the significance of economic, racial, and cultural elements to planning for regional security and they highlight how these domestic matters resulted in international disorganization. Divided Allies shows that, amidst these contentious relations, the antipodean powers Australia and New Zealand occupied an important role in the region and successfully utilized quadrilateral diplomacy to advance their own national interests, such as the crafting of the 1951 ANZUS collective security treaty. As fractious as were allied relations in the early days of NATO, Robb and Gill demonstrate that the post-World War II Asia-Pacific was as contentious, and that Britain and the commonwealth nations were necessary partners in the development of early global Cold War strategy.
