But beyond symbolism, does the election of African-American politicians matter? Grose argues that it does and presents a unified theory of representation. Electing African-American legislators yields more federal dollars and congressional attention directed toward African-American voters. However, race and affirmative action gerrymandering have no impact on public policy passed in Congress. Grose is the first to examine a natural experiment and exceptional moment in history in which black legislators – especially in the U.S. South – represented districts with a majority of white constituents. This is the first systematic examination of the effect of a legislator's race above and beyond the effect of constituency racial characteristics. Grose offers policy prescriptions, including the suggestion that voting rights advocates, the courts, and redistricters draw 'black decisive districts', electorally competitive districts that are likely to elect African Americans.

Presenting important new findings, she offers the first empirical study to take up the question of representation from both sides of the constituent-representative relationship. The first half of the book examines whether black members of the U.S. House legislate and represent their constituents differently than white members do. Representation is broadly conceptualized to include not only legislators' roll call voting behavior and bill sponsorship, but also the symbolic acts in which they engage. The second half looks at the issue of representation from the perspective of ordinary African Americans based on a landmark national survey. Tate's findings are mixed. But, in the main, legislators' race does shape how they represent their constituents and how constituents evaluate them. African Americans view black representatives more positively than they do white representatives, even those who belong to their own political party. Black legislators, however, are just as likely as white representatives to sponsor and gain passage of bills in the House. Tate also concludes that black House members are more liberal as a group than are their black constituents, but that there is considerable divergence in the quality and type of representation they provide. The findings reported here will generate controversy in the fields of politics, law, and race, particularly as debate commences over renewing the Voting Rights Act, which is set to expire in 2007.

The years after the Civil War represented an astonishing moment of opportunity for African-Americans. The rush to build a racially democratic society from the ruins of slavery is never more evident than in the personal history of Blanche Kelso Bruce and his heirs. Born a slave in 1841, Bruce became a local Mississippi sheriff, developed a growing Republican power base, amassed a real-estate fortune, and became the first black to serve a full Senate term. He married Josephine Willson, the daughter of a wealthy black Philadelphia doctor. Together they broke racial barriers as a socialite couple in 1880s Washington, D.C. By befriending President Ulysses S. Grant, abolitionist Frederick Douglass, and a cadre of liberal black and white Republicans, Bruce spent six years in the U.S. Senate, then gained appointments under four presidents (Garfield, Arthur, Harrison, and McKinley), culminating with a top Treasury post, which placed his name on all U.S. currency. During Reconstruction, the Bruce family entertained lavishly in their two Washington town houses and acquired an 800-acre plantation, homes in four states, and a fortune that allowed their son and grandchildren to attend Phillips Exeter Academy and Harvard University, beginning in 1896. The Senator's legacy would continue with his son, Roscoe, who became both a protÉgÉ of Booker T. Washington and a superintendent of Washington, D.C.'s segregated schools. When the family moved to New York in the 1920s and formed an alliance with John D. Rockefeller Jr., the Bruces became an enviable force in Harlem society. Their public battle to get their grandson admitted into Harvard University's segregated dormitories elicited the support of people like W. E. B. Du Bois and Franklin D. Roosevelt, and broke brave new ground for blacks of their day. But in the end, the Bruce dynasty's wealth and stature would disappear when the Senator's grandson landed in prison following a sensational trial and his Radcliffe-educated granddaughter married a black Hollywood actor who passed for white. By drawing on Senate records, historic documents, and the personal letters of Senator Bruce, Josephine, their colleagues, friends, children, and grandchildren, author Lawrence Otis Graham weaves a riveting social history that spans 120 years. Book excerpt: Born into slavery on a Louisiana plantation, John Roy Lynch (1847–1939) came to adulthood during the Reconstruction Era and lived a public-spirited life for over three decades. His political career began in 1869 with his appointment as justice of the peace. Within the year, he was elected to the Mississippi legislature and was later elected Speaker of the House. At age twenty-five, Lynch became the first African American from Mississippi to be elected to the United States Congress. He led the fight to secure passage of the Civil Rights Bill of 1875. In 1884, he was elected temporary chairman of the Eighth Republican National Convention and was the first black American to deliver the keynote address. His autobiography, Reminiscences of an Active Life, reflects Lynch's thoughtful and nuanced understanding of the past and of his own experience. The book, written when he was ninety, challenges a number of traditional arguments about Reconstruction. In his experience, African Americans in the South competed on an equal basis with whites; the state governments were responsive to the needs of the people; and race was not always a decisive factor in the politics of Reconstruction. The autobiography, which would not be published until 1970, provides rich material for the study of American politics and race relations during Reconstruction. It sheds light on presidential patronage, congressional deals, and personality conflicts among national political figures. Lynch's childhood reflections reveal new dimensions to our understanding of black experience during slavery and beyond. An introduction by John Hope Franklin puts Lynch's public and private lives in the context of his times and provides an overview of how Reminiscences of an Active Life came to be written.

Book excerpt: This examination of the causes, severity, and implications of racially stereotyped media coverage of Congress incorporates original analysis of congressional media coverage and interviews with congressional press staff. The news media often portray African-American members as being primarily interested in race, overly concerned with local matters, and wielding little legislative influence. By contrast, the images African-American members attempt to project of themselves are more complex and comprehensive than the images the media communicate. The authors offer a psychological explanation for this phenomenon, the Distribution Effect, in which those who are numerically rare in an occupation tend to be lumped together rather than treated as individuals. Their findings suggest that it is the media, rather than members of Congress, who are responsible for the racialized images that appear regularly in the press. This results in an advantage for white incumbents trying to attract votes but presents an obstacle to be overcome for African-American politicians. This study will appeal to political science, media studies, and racial studies scholars. It incorporates content analysis of the newest forum of communication, congressional Internet web sites, to disclose how white and African-American representatives in fact have similar media priorities.
