Book excerpt: Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.

Book excerpt: Despite the volatility and unpredictability North Korea has come to symbolize in international diplomacy and security issues, it represents only half of the potential danger on the Korean peninsula. In a notable departure from its past role as guarantor of stability on the Korean peninsula, the United States has, under the stewardship of the Bush administration, come to be regarded as, at best, an obstacle to peace and security, and at worst a potential trigger for hostility. The most immediate result of this shift on the Korean peninsula has been the US failure to undertake an effective policy formulation process, which has manifested itself (on both sides of the 38th parallel) in more reactive and convulsive responses to challenges from the North Korean regime. Without such understanding there is little hope of advancing discussions or resolving North Korea's nuclear program. Fundamental to understanding North Korea's endgame is realizing that its nuclear weapons program, while menacing, is unlikely to be used offensively without major provocation; it functions as a tool of its diplomacy—missile diplomacy—to ensure survival of the regime. Working closely with South Korea, the United States must ensure that any potential resolution reached on North Korea's nuclear program does not undermine its longer-term objectives for securing broader peace and security on the Korean peninsula. Ideally, any resolution brokered over the North's nuclear weapons program will provide a synergistic effect in addressing the conventional war threat posed by North Korea on the Korean peninsula. In short, the United States must undertake constructive engagement. Steadfast unwillingness to engage with North Korea only provides more fodder for the regime to stall any action, and, as part of its endgame, makes U.S. behavior the issue. the issue, which is part of its endgame.

Originating in the second half of the 19th century, defence offsets - additional economic, industrial and technological benefits to states for buying foreign weapons - have since been a key feature of the global arms trade and defence industry. And yet, offsets are an under-researched and under-theorised phenomenon. This book fills this gap in the literature by offering the first general theory of defence offsets, as well as the first systematic analysis of the offset phenomenon. By building on the insights of scholars of defence economics and drawing from the International Relations liberal paradigm, as well as reviving and adapting Robert Putnam’s two-level game framework, the book proposes a liberal-rationalist theory of defence offsets. It then proves the worth of such a theory through Qualitative Comparative Analysis (QCA) of fifty-four fighter aircraft transfers from 1992 to 2021 inclusive, and three in-depth case studies addressing offsets negotiated and agreed to as part of fighter aircraft competitions in Brazil, India, and South Korea. Book excerpt: In the summer of 1997 some twelve lecturers and sixty students met for ten days in Budapest Hungary in a NATO Advanced Studies Institute (ASI) to consider "New Scientific and Technical Aspects of Verification of the Biological and Toxin Weapons Convention". In many ways the meeting was ahead of its time. The Ad Hoc Group was only then about to move to the discussion of a rolling text of the Protocol to the Biological and Toxin Weapons Convention (BTWC). It had been mandated to negotiate the Protocol by the Special Conference which had considered the work of the VEREX process that had taken place following the 1991 Third Review Conference of the Convention. Now, in late 1999, after much further negotiation of the text of the Protocol we are moving towards the endgame of the negotiations. Nevertheless, the scientific and technical issues discussed in the ASI in Hungary continue to be of direct relevance to the verification of the Convention and will continue to be relevant as the eventual Protocol moves from agreement through a Preparatory Commission stage and into full implementation over the next several years. The papers in this volume are much as they were presented in Budapest both in order of presentation and in content. They were designed by the ASI co-directors, Professor Graham Pearson and Ambassador Tibor Toth (Chairman of the Ad Hoc Group) to provide an integrated overview and in-depth analysis of the issues at stake.
