Soon thereafter accurate surveys were undertaken, with the result that the number of known islands and islets was brought up to and it is believed that there are others not on any chart. Of this number only half are of enough im portance to be named, and of those bearing names less than one fourth are populated. More than go per cent. A succession Of events which were not anticipated, but which could not properly be avoided, bound the islands to us. In Apiil 1898, war was commenced to end Spanish domination in Cuba, but the first blow was struck in the Far East. For a long period the United States had kept a small squadron in Asiatic waters, and at the beginning of the war, no American naval base then existing, it was gathered at Hongkong. The British government, complying with its duty as a neutral, ordered the American Ships to depart. Three possible directions were open to the Navy Depart ment: interne at Hongkong and remain under British control for the period of the war; return to the United States, passing from port to port for those limited supplies of fuel which international regulations permit; or take a base from the enemy. This last course was adopted, and on May 1, Commodore Dewey entered the harbor of Ma nila, destroyed the Spanish fleet, and captured the naval station at Cavite. The first of these objects has been made subordinate to the second. Only so much of the history of our administration has been given as seemed to be necessary to an understanding of present questions. So fully has the subject been canvassed, that without first-hand information I should hardly feel justified in adding to the voluminous literature bearing upon it. This book is the outcome of a study of the Philippine situation during the years from 1901 to the present time. While I had felt unusual interest in our relations to the archipelago from the beginning of our colonial enterprise, my first serious attention was devoted to the subject when engaged in editorial work in New York City during the year 1901. A feeling that our relations to the Philippines involved considerations of first-class importance from the broadest national standpoint led me to devote more and more attention to the issues involved in these relations, while stationed at Washington, during the year 1902-1903, as correspondent for the New York Journal of Commerce and Commercial Bulletin and for the Springfield (Mass.) Republican. During this latter period, decisive action was taken by Congress upon the fundamental questions involved in the Philippine Civil Government Act and the Philippine Tariff Act. Some occupied positions of vantage about the city to quell any uprising, and others hastened to the outskirts to prevent the enemy from entering. The fight continued, with occasional lulls, throughout the entire night, the Americans remaining strictly on the defensive, only firing sufficiently to pre vent the Filipinos from advancing, while the enemy poured in a heavy fire on all sides, wasting thousands of rounds of ammunition in the dark. When morning came the insurrectos had gained nothing, and up to that time our losses had been very light. During the night intelligence of the attack on the city was flashed to the fleet at Cavite by the patrol Ships off Manila by search light Signals cast on the Sky, and the ships in the same way received their orders to aid in the counter attack that was being planned to take place at daylight. In the morning the American troops advanced and drove the Filipinos from their positions all along the line. This was undoubtedly a great surprise to them, accustomed as they had been, in fighting with the Spaniards, to make their attacks solely under cover of darkness and keep out of sight in the day time. The Filipinos resisted the first attack with considerable stubbornness, apparently not realizing that the Americans would continue to advance in Spite of the terrific fire and actually charge their breastworks. The result of this resistance was seen when the Americans passed over their lines, in the heaps of dead and wounded that lay in their trenches and along the ground immediately to their rear, the latter being shot while fleeing in terror before the line of blue and brown advancing with cheers and yells.
