This second volume in the East-South Relations series explores the implications of Gorbachev's new thinking for regional conflicts. Because these conflicts jeopardize tranquil relations between the United States and the Soviet Union, they are perceived as contrary to the new spirit of global cooperation. This volume suggests that the accords on Southwest Africa may illustrate how the superpowers will resolve conflict, and shows how smaller powers may now have new roles cast for them by the superpowers. In 1975, Soviet-Cuban assistance to the Leninist-oriented Movement for the Popular Liberation of Angola (MPLA) was the first extensive Soviet-allied military intervention in the Third World. While the Soviet-backed Cubans propped up the MPLA, the South Africans intervened, on a smaller scale, in support of the National Union for the Total Independence of Angola (UNITA) under Jonas Savimbi. After 1985 UNITA began receiving United States support, and a military stalemate ensued. The contributors to this volume analyse how the Soviet Union and the United States used this stalemate to move the MPLA, Cuba and South Africa to settle not only their differences, but also the vexing question of the Independence of Namibia. Central issues explored are how and why South Africa and Cuba got into the Angolan arena, why they stayed so long, and why they saw fit to get out. While the authors differ on the forces at work, their debate is itself enlightening, and offers valuable insights into the policy options of regional powers. The contributors also review further steps, beyond military disengagement, needed to finally resolve the Angolan civil war, and ensure regional stability. They assess the potential for breakdown of the accords, and the likely consequences should this occur. Book excerpt: As the Soviet Union teetered on the edge of collapse during the late 1980s, and America prepared to claim its victory, a bloody war still raged in Southern Africa, where proxy forces from both sides vied for control of Angola. The result was the largest battle on the dark continent since Al Alamein, with forces from both sides paying in blood what U.S.-Soviet diplomats were otherwise spending in diplomacy. The socialist government of Angola and its army, FAPLA, fully stocked with Soviet weapons, had only to wipe out a massive resistance group, UNITA, secretly supplied by the U.S, in order to claim full sovereignty over the country. A giant FAPLA offensive so threatened to succeed in overcoming UNITA that apartheid-era South Africa stepped in to protect its own interests. The white army crossing the border prompted the Angolan government to call on their own foreign reinforcementsÑthe army of Communist CubaÕs. Thus began the epic battle of Cuito Cuanavale, largely unknown in the U.S., but which raged for three months in the entirely odd match-up of South African Boers vs. CastroÕs armed forces, which for the first time in the Cold War proved what it could achieve. And it turned out the Cubans were very good. The South Africans were no slouches at warfare themselves, but had suffered under a boycott of weapons since 1977. The Cubans and Angolan troops, instead, had the latest Soviet weapons, easily delivered. But UNITA had its secret U.S. supply line and the South Africans knew how to fight, mainly at a disadvantage in air power for lack of spare parts. Meantime the Cubans overcame their logistic difficulties with an impressive airlift of troops over the Atlantic, while the Boers simply needed to drive next door. As a case study of ferocious fighting between East and WestÑalbeit proxies for the great powers on all sidesÑthis book unveils a remarkable episode of the end-game of the Cold War largely unknown to the public. The Angolans on both sides suffered heavily, but it was the apartheid South Africans versus CastroÕs armed forces that provides utter fascination in one of historyÕs rare match-ups.

This book provides the first comprehensive attempt at analyzing how the military and non-military dynamics of more than four decades of conflict created the structural violence that stubbornly defines Angolan society even in the absence of war. The book clearly demonstrates that the end of the civil war has not ushered in positive peace. The focus on structural violence enables the author to explore the continuities since colonial times, especially in the ways race, class, ethnicity, and power have been used by governing elites as mechanisms to oppress the powerless. Thus, although corruption as structural violence manifesting itself so ubiquitously in Angola today may have been taken to new levels after independence, its origin is unmistakably colonial. Similarly, the zero-sum character of political interactions that defined colonial Angola is yet to be fully exorcized. But there are also important discontinuities. The unabashed propensity to capture public resources for personal aggrandizement is purely post-colonial. So is the tendency toward personal, unaccountable rule. Given its rich endowments, the end of the civil war provides Angola with an opportunity to finally realize its developmental potential. This will depend on whether the wealth resulting from the exploration of natural resources is directed toward creating the conditions for the citizens " realization of their aspirations for the good life thus ensuring sustainable peace. This book will be valuable to academics, practitioners, and the general public interested in gaining a deeper understanding of the political economy of violence in Africa and, more specifically, the interplay between violence, wealth and power in Angola.

Kissinger has dominated political discourse and scholarship on US foreign policy since the 1970s, but although his legacy continues to generate controversy, little attention has been paid to the influence of Vietnam’s collapse on the US decision to covertly intervene in the Angolan civil war. This book argues that Kissinger’s concern for personal reputation and US credibility following the collapse of Vietnam led to a harmful and unrealistic policy toward Angola.
