Le chapitre 1 décrit: le contexte politique; la stratégie et les moyens d'action mis en oeuvre pour inciter les Canadiens à investir davantage dans l'EEER (efficacité énergétique et les énergies de remplacement); les mesures pour évaluer les progrès; la Loi, le règlement, et le programme pour élaborer et administrer le règlement sur le rendement énergétique et l'étiquetage. Le chapitre 2 donne un aperçu du lien entre la consommation d'énergie et les émissions de gaz à effet de serre et fait état de l'évolution de la consommation d'énergie, de l'efficacité énergétique et des émissions entre 1990 et 1998. Les chapitres 3 à 6 portent sur chacun des secteurs consommateurs d'énergie et donnent une description des programmes, des réalisations et des indicateurs de progrès dans chaque secteur: résidentiel, commercial et institutionnel, industriel, transports. Le chapitre 7 porte sur les initiatives en matière d'énergie renouvelable et les projets concernant les systèmes énergétiques dans les collectivités et le chapitre 8 est consacré à la coopération intergouvernementale.

It attempts to isolate the major trends and themes in Canadian responses to each of those chapters.
