It is not completely surprising that the process of innovation involves changes in the product, changes in features of the the product, and competition among producers. The net effect of this process is a shaking down which ultimately leads to some advantages to both borrowers and lenders, or at least to some lenders and some borrowers. An interesting question about the alternatives to the standard mortgage (and especially VRM's) is whether borrowers benefit or are hurt by the new instruments. The conventional wisdom is that the new instruments will be of principal benefit to lenders for reasons such as the risk shifting from lenders to borrowers with a variable rate mortgage. We examine this question in light of the experience with new mortgage instruments in New England. Our conclusion is that the competitive process is working rather well in the northeastern states and that on the whole borrowers are being well served with the introduction of the new instruments.
