Book Alternative Contracting Methods in the U S Army Corps of Engineers

Download or read book Alternative Contracting Methods in the U S Army Corps of Engineers written by Craig Lance Simoneau and published by . This book was released on 1992 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis examines the contracting methods used by the United States Army Corps of Engineers (USACE). While USACE typically uses the traditional approach to construction contracting, they have recently begun using two forms of a design/build method. The traditional method uses separate design and construction firms. The construction contract is generally a firm fixed-price contract awarded in open competition to the lowest responsible bidder. This study found that there are many disadvantages to using this method, especially when it is used almost exclusively. The design/build approach employs a single organization to perform both the design and construction of a project. The two variations used by the Corps, the One-Step Negotiated process and the Two-Step Sealed Bidding process provide flexibility to USACE in their construction contracting. The primary advantages of the design/build methods are a savings of time, a reduction in costs, a reduction in time-consuming and costly disputes, allowing competition between designs, and the ability to award contracts based on quality as well as price. The environmental area, mobilization requirements, and base closure projects were all found to be particularly suitable for design/build use.

Book Developing Flexibility Through Alternative Project Delivery Methods for the U S Army Corps of Engineers Project Management Business Process

Download or read book Developing Flexibility Through Alternative Project Delivery Methods for the U S Army Corps of Engineers Project Management Business Process written by Brian Thomas Williams and published by . This book was released on 2018 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: Inflexibility, failure to adapt technology, and overly regulatory processes frustrate construction industry productivity and reduce the likelihood that large infrastructure projects will be delivered on-schedule and on-budget. Divergence from entrenched project delivery methods can provide flexibility to project managers and offers advantages for improving quality, collaboration, costs, and timeliness. The objective of this research is to provide the U.S. Army Corps of Engineers (USACE) recommendations for their Project Management Business Process (PMBP). This study reviews the current state of project management in USACE, conducts a structured systems architecture analysis of the PMBP, evaluates USACE project statistics, assesses alternative project delivery methods through a literature review, and provides case studies to consider the implementation impediments of alternative methods for public and private projects. USACE serves as the nation's largest public engineering agency with responsibilities in military construction, civil works, water navigation, environmental restoration, and disaster response. This research concludes with recommendations for selecting alternative project delivery methods best-fit to meet the distinct needs of each USACE business program. Explicitly, the application of Integrated Project Delivery is best suited for highly specialized, technical projects for military construction and interagency support, but also presents contractual challenges notyet adapted for USACE. Public Private Partnerships show promise for possible future implementation in civil works projects, but require further refinement through the USACE Pilot Program. Lastly, Construction Management at Risk is the most mature alternative method for USACE, and can provide Project Managers with additional options in fast-tracking and early contractor involvement. Essentially, the flexibility of PMBP project delivery should match the vast diversity of USACE's missions.

Book Development of a Knowledge Base on Alternative Construction Methods

Download or read book Development of a Knowledge Base on Alternative Construction Methods written by Ruth K. Garrett and published by . This book was released on 1989 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: Several building technologies and practices have emerged in recent years as alternatives to traditional design and construction in meeting cost, time, and quality goals of owners and builders. Some of these methods have been adopted within private industry, but have not yet seen wide use for military construction. However, legislation from Congress has mandated that the military services now consider using such methods when they have a potential to reduce Federal expenditures for construction. The U.S. Army Corps of Engineers (USACE), which is responsible for construction within the Army and Air Force, has a limited background in using alternative methods due to the long reliance on traditional approaches to facility procurement. To expedite the learning process and capitalize on lessons learned from projects using alternative methods, USACE proposed that knowledge base be prepared. The U.S. Army Construction Engineering Research Laboratory (USACERL) is responsible for its development. This report describes the knowledge base concept and prototype. The prototype uses dBase III Plus software and IBM-compatible personal computers. Data will be both factual listings (e.g., project name, date, location) and informational (e.g., comments about a problem in the design phase). Access will be via a local data base containing installation-specific projects and through a centralized mainframe system containing USACE-wide projects. Although useful by itself, the conceptual knowledge base would be a more effective tool if it were incorporated into an expert system. Such a system would provide support in addition to an advisory function. (aw).

Book Alternative Construction and Acquisition Methods for Department of the Army Child Development Centers

Download or read book Alternative Construction and Acquisition Methods for Department of the Army Child Development Centers written by Richard L. Schneider and published by . This book was released on 1985 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report documents research conducted by the U.S. Army Construction Engineering Research Laboratory to (1) assess the feasibility of using alternative construction technology and facility acquisition methods to reduce the costs of building new child development centers, (2) select the most appropriate of these technologies and methods for obtaining child development centers, (3) develop guidance that Army personnel can use to implement and execute selected construction strategies, and (4) compare the requirements, standards, construction and acquisition methods, and costs of private child care facilities with those of Army facilities. Construction and procurement costs can be reduced by using alternative construction methods. These techniques will produce a facility that is usable, functional, and that will often provide the Army with better value, since it allows the contractor to be more innovative in areas such as energy efficiency. Evaluation of various alternative construction technologies indicated that metal-frame modular construction, pre-engineered metal building systems and metal-frame components are most responsive to Army requirements for building child care centers. Guidance for implementing these strategies emphasizes adequate preparation and scheduling, communication with and participation by the facility user.
