Es ist die Krönung seines Schaffens, das ihm internationale Anerkennung einbrachte, in vielen Sprachen übersetzt wurde und auch heute noch als ein Standardwerk gilt nicht zuletzt auch Dank des vermittelten nationalliberalen Grundgefühls und den klaren allgemeinverständlichen sprachlichen Formulierungen. Das Buch erschien 1852 zunächst einbändig unter dem Titel "Allgemeines Staatsrecht geschichtlich begründet". "Als eine fünfte Auflage nöthig wurde, faszte ich den Entschlusz, diese Staatslehre durch die Aufnahme der Politik zu vervollständigen und in drei Abtheilungen : I. Allgemeine Staatslehre, II. Allgemeines Staatsrecht, III. Politik den Fortschritten der Wissenschaft gemäsz darzustellen". ( Vorwort ) Dieser erste Band befaßt sich mit der Allgmeinen Staatslehre. Die Entstehung eines Staates beruht für Bluntschli auf geographischen und anthropologisch-ethnischen Voraussetzungen. Die klassischen Themen Staatszweck, Staatsformen, Souveranität und Staatsdienst werden ausführlich behandelt. Für Bluntschli als konservativ liberaler Denker bedeutet Staatszweck das Streben nach Gleichgewicht zwischen Freiheit und Ordnung. Sorgfältig bearbeiteter Nachdruck der Originalausgabe von 1875.
