The book addresses this question through theoretically and empirically informed case studies that explore the successes of, and the challenges to EU cross-border cooperation as a tool for conflict transformation. Conceptually, the contributors link the question of transforming conflict to changing understandings of borders and bordering. Empirically, the contributions represent case studies of practices and discourses of EU-sponsored cross-border cooperation, and challenges to it. The case studies encompass the multiple geographical perspectives of the EU internal boundaries, its (sometimes disputed) external borders, and borders involving third countries. From a thematic point of view, the collection focuses on the intersection of two levels at which bordering processes unfold and are enacted: the level of governance, devolution and international intervention and that of grass roots or civil society efforts, including cultural cooperation and artistic production. The collection thus offers a kaleidoscopic view of border politics and conflict that zooms in and out of the EU frontiers and their geopolitics of peacebuilding, security and cooperation. The chapters in this book were originally published as a special issue of the journal Geopolitics.

The Union’s policy is and will continue to be developed on the basis of the three main areas in place: common legislation, close operational/tactical cooperation and financial solidarity. In addition, Integrated Border Management has been confirmed as a priority area for strengthening the cooperation with third countries in the European Commission’s strategic security management approach, where non-EU countries are encouraged as partners to upgrade their border security, surveillance and border management systems.

By creating various forms of international strategic alliances (ISAs), MNCs have become structurally more complex and geographically more dispersed. As a result, MNCs in general and ISAs in particular face the challenges of discerning blurred organisational boundaries, reconfiguring the control mechanisms, integrating diversified resources, and coordinating distributed activities in time and space. Research in organisation behaviour indicates that boundary spanners play critical yet unspecified roles and functions in managing cross-boundary relationships. A core boundary spanning function is to build trust relationships. When organisations engage in business transactions, members of the organisations are concerned with not only the outcomes of economic transactions but also the processes of social exchanges. Boundary spanners may succeed in building interpersonal trust in a partnership, nonetheless their effort may not lead to inter-partner trust without an effective implementation of the institutionalisation process. Whereas trustworthiness is the antecedent to trust providing the basis for trust to develop, distrust manifests itself as a separate and linked concept to trust. These dynamic features of trust, trustworthiness, and distrust are critically elaborated. Trust Building and Boundary Spanning in Cross-Border Management is dedicated to explicating these under-researched themes and contributing to the emerging streams of research in micro foundations and micro-structural approaches. With it, organisations can predict how cultural differences with their partner(s) might impact the development of their co-operations and proactively take measures to mitigate the risks and improve the outcome at each stage of the partnership maturation. Contribution to knowledge doesn't fall into a specific area of theory but rather in those domains of knowledge - e.g. interorganisation, culture - which it integrates to provide a synthetical model on how cross-border partnerships can improve and therefore grow their positive role as an increasingly important form of cross-organisational structure. Real world observation intimates that strategic partnering has become integral to state and business affairs but is often a 'hit and miss' approach that fails or underperforms far more times than it succeeds - especially when practised across borders. Extensive scholarly literature exists on the essential and growing role of strategic partnerships - the why - and their manifestations and achievements - the what. But little is available on the ways they develop and the disciplines they require to perform well - the how. And there is no systematic approach to the considerable impact of national cultural differences, as they markedly amplify the risk and lead to quasi-systematic lower performance. Cases are countless, as some regions and countries are more or less predisposed to succeed in developing transformational partnerships. Hence culture fitness to partnering is a major strategic concern for firms, governments, NGOs and academic leadership. In application to Van de Ven's 'Engaged Scholarship' research methodology, a 'Pragmatist Integrative' literature review approach was used to collect extensive data from literature and hundreds of practitioner cases. They were structured to determine: 1) the critical cultural traits to improve partnerships; 2) how they impact on the core partnering activities; 3) how some national cultural traits are fit - or less so - to the core partnering activities. Consistent patterns emerged, which enabled to form a cross-border cultural partnering modelled approach.
