Book excerpt: During the nineteenth century, British-owned railways grew under the protection of an Argentine ruling elite that considered railways both instruments and symbols of progress. Under this program of support for foreign enterprise, Argentina had by 1914 built the largest railway network in Latin America. During the first decades of the twentieth century, the railways were successful in following a policy of calculated disregard for Argentine interests in general. However, following the end of World War I, the British economic empire began to decline and Argentine economic nationalism grew. A number of popularistic political movements incorporated economic nationalism into their platforms, and even among the ruling elite there were signs of increasing nationalistic sentiment. Although most studies of economic nationalism have emphasized the importance of the middle-class Radical party in the rise of xenophobia, Winthrop R. Wright's study shows that antiforeign economic nationalism was not entirely a reaction to the conservative elite. Between 1932 and 1938 the nationalistic programs of General Agustin Justo's government—basically a conservative regime—led the British interests to decide to sell their holdings. The British govemment had arrived at a position of supporting the economic withdrawal of the large British-owned firms long before Juan D. Perón appeared on the political scene. Perón combined traditional Argentine economic nationalism with his own scheme to gain power over all elements in Argentina. His solution to the railway problem, although more dramatically executed, did not differ greatly from that of the conservative Justo. Perón purchased the railways outright in 1947–1948, but his use of nationalism was in reality covering his own inability to outbargain Britain and the United States following the conclusion of World War II.

Meléndez-Badillo tells the story of how a cluster of self-educated workers burst into Puerto Rico's world of letters and navigated the colonial polity that emerged out of the 1898 US occupation. They did so by asserting themselves as citizens, producers of their own historical narratives, and learned minds. Disregarded by most of Puerto Rico's intellectual elite, these workers engaged in dialogue with international peers and imagined themselves as part of a global community. They also entered the world of politics through the creation of the Socialist Party, which became an electoral force in the first half of the twentieth century. Meléndez-Badillo shows how these workers produced, negotiated, and deployed powerful discourses that eventually shaped Puerto Rico's national mythology. By following these ragtag intellectuals as they became politicians and statesmen, Meléndez-Badillo also demonstrates how they engaged in racial and gender silencing, epistemic violence, and historical erasures in the fringes of society. Book excerpt: Popular art is a masculine and working-class genre, associated with Panama's black population. Its practitioners are self-taught, commercial painters, whose high-toned designs, vibrant portraits, and landscapes appear in cantinas, barbershops, and restaurants. The red devil buses are popular art's most visible manifestation. The old school buses are imported from the United States and provide public transportation in Colón and Panama City. Their owners hire the artists to attract customers with eye-catching depictions of singers and actors, brassy phrases, and vivid representations of both local and exotic panoramas. The red devils boast powerful stereo systems and dominate the urban environment with their blasting reggae, screeching brakes, horns, sirens, whistles, and roaring mufflers. Wolf Tracks analyzes the origins of these practices, tying them to rebellious, Afro-American festival traditions, and to the rumba craze of the mid-twentieth century. During World War II, thousands of US soldiers were stationed in Panama, and elaborately decorated cabarets opened to cater to their presence. These venues often featured touring Afro-Cuban musicians. Painters such as Luis “The Wolf” Evans exploited such moments of modernization to challenge the elite and its older conception of Panama as a country with little connection to Africa. While the intellectual class fled from modernization and asserted a romantic and mestizo (European-indigenous) vision of the republic, popular artists enthusiastically embraced the new influences to project a powerful sense of blackness. Wolf Tracks includes biographies of dozens of painters, as well as detailed discussions of mestizo nationalism, soccer, reggae, and other markers of Afro-Panamanian identity.
