Book excerpt: This publication contains the results of the conference "South-South Policy Dialogue on Quality Education for Adults and Young People" that took place in Mexico City in 2005. Articles were written by participants who presented their national programmes from the governmental perspective, which were reflected in the literacy policies, but there were also important contributions on basic education and competence recognition. Accent was put on the experiences of four countries that were considered as locomotives of development in the field: Brazil, India, South Africa and Mexico. All this change and instability is closely bound up with education. Education systems and courses are greatly affected by social, political and economic changes; and at the same time education is used to steer changes in particular directions. This book surveys the current state of education in Latin America. It reviews the nature of education systems and the content of courses, and discusses a range of key themes, in particular those concerned with the connections between education and political, economic and social change. There is no attempt in the book to provide a blanket coverage of educational issues and problems in Latin America, but rather to concentrate on a description and critical analysis of formal educational provisions in some countries of the region.

However, on the whole, Volume III is not about tradition. Rather, it explores the verges of reading research between the time Volume II was published in 1991 and the research conducted after this date. The editors identified two broad themes as representing the myriad of verges that have emerged since Volumes I and II were published: (1) broadening the definition of reading, and (2) broadening the reading research program. The particulars of these new themes and topics are addressed.

The Cuban Revolution cannot be understood without a careful study of Cuba's prior struggles for national sovereignty. Similarly, an understanding of Cuba's National Literacy Campaign demands an inquiry into the historical currents of popular movements in Cuba to make education a right for all. The scope of this book, though, does not end with 1961 and is not limited to Cuba and its historical relations with Spain, the United States, and the former Soviet Union. Nearly 50 years after the Year of Education in Cuba, the Literacy Campaign's legacy is evident throughout Latin America and the 'Third World.' A world-wide movement today continues against neoliberalism and for a more humane and democratic global political economy. It is spreading literacy for critical global citizenship, and Cuba's National Literacy Campaign is a part of the foundation making this global movement possible. The author collected about 100 testimonies of participants in the Campaign, and many of their stories and perspectives are highlighted in one of the chapters. Theirs are the stories of perhaps the world's greatest educational accomplishment of the 20th Century, and critical educators of the 21st Century must not overlook the arduous and fruitful work that ordinary Cubans, many in their youth, contributed toward a nationalism and internationalism of emancipation.
