Together with al-Shabaab, the two groups account for a substantial amount of carnage on the African continent. Analyzed here are the ideologies of these two infamous organizations. Utilizing information from breadcrumbs that they leave behind, in videos, media releases and various correspondence, this book searches for clues within the historical and contemporary social context that explain their existence. It explores the ideological roots the two organizations share and examines the goals and objectives of each group in order to calculate the nature of the threat posed in the broader international realm. It is argued that through applying strategic theory, and specifically the concept of strategic terrorism, it is possible to form a deeper understanding of two of the most dangerous militant organizations in operation today.

'Boko Haram', and more recently, its splinter group 'Ansaru'. From its inception an inward-looking, almost parochial, movement, Boko Haram, and even more so Ansaru, have now showed clear signs of regionalization, expanding their operations across West Africa and forging links with al-Qaeda affiliated groups. Boko Haram's stated aim is to Islamize Africa's most populous country but, like earlier Nigerian Islamist groups, of which there is a long tradition in the Sahel, the discontent prompting young Nigerians and other young West African Muslims to join the insurgency is rooted in more than just religious orthodoxy and cannot be disentangled from their economic, social and political marginalization. In spite of talks about dialogue and amnesty for those prepared to renounce violence, the Federal Government's response has been a militarized one, resulting in the largest deployment of the Nigerian armed forces since the end of the Civil War. But what is the real magnitude of the threat? What can foreign partners do to support Abuja? How effective is the current government's strategy in tackling the insurgency? And, more importantly, are the root causes of the insurgency being addressed and the foundations for a durable peace being established?

Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.

The volume sees these movements as continuing to evolve dynamically over the next few years suggesting that, even if ISIL is defeated, the movement that brought it into being will still exist and very probably morph into new movements. His most startling claim is that the War on Terror is a war for natural resources—and that terrorism has little to do with it. Once the military became mechanized, oil quickly became the most sought-after commodity on the planet, and the race for energy was eventually framed as a matter of national security. Ironically, Maszka argues, the true threats to national security are the massive oil conglomerates themselves. Maszka delves into the repercussions of a government that capitalizes on an us versus them mentality, such as the demonizing of an entire religion, sensationalizing “radical” violent attacks, and loosely applying the word “terrorism.” Because the United States’ current approach to terrorism has led to the politicization and abuse of the term, Maszka suggests a need for a standardized definition of terrorism. Although the Somali government and Ethiopian forces defeated the group in a two-week war between December 2006 and January 2007, al-Shabaab--a clan-based insurgent and terrorist group--has continued its violent insurgency in southern and central Somalia. The group has exerted temporary and, at times, sustained control over strategic locations in those areas by recruiting, sometimes forcibly, regional sub-clans and their militias, using guerrilla warfare and terrorist tactics against the Transitional Federal Government (TFG) of Somalia and its allies, African Union Mission in Somalia (AMISOM) peacekeepers, and nongovernmental aid organizations. However, the group's insurgency has been challenged over the past year by in-fighting and military pressure that has liberated key towns from al-Shabaab.Al-Shabaab is not centralized or monolithic in its agenda or goals. Its rank-and-file members come from disparate clans, and the group is susceptible to clan politics, internal divisions, and shifting alliances. Most of its fighters are predominantly interested in the nationalistic battle against the TFG and not supportive of global jihad. Al-Shabaab's senior leadership is affiliated with al-Qa'ida and is believed to have trained and fought in Afghanistan. The merger of the two groups was publicly announced in February 2012 by the al-Shabaab amir and Ayman al-Zawahiri, leader of al-Qa'ida.Al-Shabaab has claimed responsibility for many bombings--including various types of suicide attacks--in Mogadishu and in central and northern Somalia, typically targeting Somali government officials, AMISOM, and perceived allies of the TFG. The group was likely responsible for a wave of five coordinated suicide car bombings in October 2008 that simultaneously hit targets in two cities in northern Somalia, killing at least 26 people, including five bombers, and injuring 29 others. Al-Shabaab also claimed responsibility for the twin suicide bombings in Kampala, Uganda, on 11 July 2010 that killed more than 70 people. Al-Shabaab's leaders also have ordered their fighters--which include Americans and other Westerners--to attack African Union peace-keeping troops based in Mogadishu. Al-Shabaab is responsible for the assassination of Somali peace activists, international aid workers, numerous civil society figures, and journalists. The group gained additional notoriety by blocking the delivery of aid from some Western relief agencies during the 2011 famine that killed tens of thousands of Somalis.

But from 2009 to 2018, Boko Haram has pursued high-intensity violence: assassinations, bombing, kidnappings, beheading or threats of violence, conscriptions and territorial occupation. This makes it imperative to deepen and broaden our understanding of the groups’ activities toward a problem-solving and policy-relevant analysis.
