To better understand the crises facing Al Qaeda, the book explores the development of Central Al Qaeda’s complex relationship with radical (mis)appropriations and manifestations of takfir, which allows one Muslim to declare another an unbeliever, and its unique relationship with each of its affiliates in Iraq, Syria, Afghanistan and Pakistan. The author then goes on to consider how the prominence of takfir is contributing to the deteriorating security in those countries and how this is affecting Al Qaeda’s credibility as an Islamist terror organization. The book concludes by considering the long-term viability of Al Qaeda and how its demise could allow the rise of the even more radical, violent Islamic State and the implications this has for the future security of the Middle East, North Africa and Central/South Asia. This book will be of much interest to students of political violence and terrorism, Islamism, global security and IR.

This work resulted from discussions at Fort Leavenworth about the nature of the enemy facing the United States and its allies since 11 September 2001. Osama bin Laden and his terrorist network had been present at some level in the national and international consciousness since the late 1990s. The events of 11 September 2001 and subsequent global operations taken against Al Qaeda have brought this group to the forefront of the GWOT. While successes have been achieved in the GWOT, the enemy has proven to be resilient and adaptive. This study by Mr. Sean Kalic, of the Department of Military History, US Army Command and General Staff College, examines modern transnational terrorism from the 1960s to the present day, with special emphasis on the adaptation Al Qaeda and other nonstate actors have taken in response to the actions of the United States and its allies. This work provides a cautionary warning about the likelihood Al Qaeda will continue to survive and execute missions in the current operating environment. Mr. Kalic synthesizes much of the pertinent literature and offers insights into the actions taken to ght terrorists. Most importantly, he advises a continual reevaluation of the threat, based on Al Qaeda's exibility, resiliency, and adaptability. Of cers and soldiers who have recently served in operations against the terrorist worldwide will certainly see utility here. As the US Army continues its efforts in combating terrorists, the thoughts found in this narrative are well worth considering.

In line with this goal, AFRICOM is pioneering a bold new method of military engagement focused on war prevention, interagency cooperation, and development rather than on traditional war fighting. The author contends that to achieve its goals vis-à-vis the African security landscape, AFRICOM must depart from the model of U.S. military operations on the continent since September 11, 2001. Using case studies from North and East Africa, the author argues that by amalgamating threats, overemphasizing "hard" counterterrorism initiatives, and intertwining military operations with humanitarianism, AFRICOM's predecessors have harmed U.S. strategic interests. In line with this conclusion, he offers policy recommendations to maximize AFRICOM's potential for future success.

Innumerable attempts have been made in recent years to explain that mysterious worldview. In Landscapes of the Jihad, Faisal Devji focuses on the ethical content of this jihad as opposed to its purported political intent. Al-Qaeda differs radically from such groups as Egypt's Muslim Brotherhood and Indonesia's Jemaah Islamiyah, which aim to establish fundamentalist Islamic states. In fact, Devji contends, Al-Qaeda, with its decentralized structure and emphasis on moral rather than political action, actually has more in common with multinational corporations, antiglobalization activists, and environmentalist and social justice organizations. Bin Laden and his lieutenants view their cause as a response to the oppressive conditions faced by the Muslim world rather than an Islamist attempt to build states. Al-Qaeda culls diverse symbols and fragments from Islam's past in order to legitimize its global war against the "metaphysical evil" emanating from the West. The most salient example of this assemblage, Devji argues, is the concept of jihad itself, which Al-Qaeda defines as an "individual duty" incumbent on all Muslims, like prayer. Although medieval Islamic thought provides precedent for this interpretation, Al-Qaeda has deftly separated the stipulation from its institutional moorings and turned jihad into a weapon of spiritual conflict. Al-Qaeda and its jihad, Devji suggests, are only the most visible manifestations of wider changes in the Muslim world. Such changes include the fragmentation of traditional as well as fundamentalist forms of authority. In the author's view, Al-Qaeda represents a new way of organizing Muslim belief and practice within a global landscape and does not require ideological or institutional unity. Offering a compelling explanation for the central purpose of Al-Qaeda's jihad against the West, the meaning of its strategies and tactics, and its moral and aesthetic dimensions, Landscapes of the Jihad is at once a sophisticated work of historical and cultural analysis and an invaluable guide to the world's most prominent terrorist movement.

Book excerpt: This book offers an evaluation of female suicide bombers through postcolonial, Third World, feminist, and human-rights framework, drawing on case studies from conflicts in Palestine, Sri Lanka, and Chechnya, among others. Women Suicide Bombers explores why cultural, media and political reports from various geographies present different information about and portraits of the same women suicide bombers. The majority of Western media and sovereign states engaged in wars against groups deploying bombings tend to focus on women bombers' abnormal mental conditions; their physicality-for example, their painted fingernails or their beautiful eyes; their sexualities; and the various ways in which they have been victimized by their backward Third World cultures, especially by "Islam." In contrast, propaganda produced by rebel groups deploying women bombers, cultures supporting those campaigns, and governments of those nations at war with sovereign states and Western nations tend to project women bombers as mythical heroes, in ways that supersedes the martyrdom operations of male bombers. Many of the books published on this phenomenon have revealed interesting ways to read women bombers' subjectivities, but do not explore the phenomenon of women bombers both inside and outside of their militant activities, or against the patriarchal, Orientalist, and Western feminist cultural and theoretical frameworks that label female bombers primarily as victims of backward cultures. In contrast, this book offers a corrective lens to the existing discourse, and encourages a more balanced evaluation of women bombers in contemporary conflict. This book will be of interest to students of terrorism, gender studies and security studies in general.

Book excerpt: Since the 9/11 attacks, America's understanding of Al Qaeda has evolved along with the organization itself. In recent years attention to Al Qaeda's so called "affiliates" in Iraq, Yemen, Somalia, and most recently Syria has overtaken concern about Al Qaeda's core in Pakistan. The North African terrorist organization Al Qaeda in the Islamic Maghreb (AQIM) is one such affiliate. Many Americans first became familiar with AQIM when media reports linked it loosely to the attacks on the U.S. diplomatic compounds in Benghazi, Libya on 9/11/12 that killed U.S. Ambassador to Libya Chris Stevens. The horrific hostage crisis at an Algerian gas facility in January 2013, which was far more closely linked to the group, further increased concern about the threat it posed and played into anxieties about what many viewed as a resurgent Al Qaeda threat. This assessment of the threat from AQIM is based on an analysis of available open-source documentation. The authors find that although AQIM is a serious regional problem, its similarity to the Al Qaeda of Osama Bin Laden should not be exaggerated, as AQIM does not currently seem bent on global jihad. In most situations, the wisest policy responses to the AQIM threat will focus on supporting local actors and U.S. allies in Europe.
