If earlier it was believed that the intensity is provided only by the number of runways, nowadays a large accumulation of aircraft on the airport platform-field creates equally complex difficulties in comparison with aircraft take-offs and landings. Solving such problems with the use of «crisp methods» of queuing theory gives little. This article deals with modern «fuzzy methods» based on simulation modeling and fuzzy logic.

That all changed on 9/11, and demand for air transportation has not yet returned to peak levels. Most U.S. airlines continue to struggle for survival, and some have filed for bankruptcy. The situation makes it difficult to argue that strong action is urgently needed to avert a crisis of undercapacity in the air transportation system. This report assesses the visions and goals for U.S. civil aviation and technology goals for the year 2050.

Airport throughput levels were calculated by DELCAP for five runway configurations, with three or four appropriate operating policies chosen for each, and for three different mixes of aircraft types. These estimates from DELCAP agreed well, generally within 6 to 8 percent, with current values provided by the FAA. An attempt at validating DELCAP's delay-figure output, using existing data on scheduled and actual times of aircraft departures and arrivals, is also reported. Appendices contain program listing, flowcharts, descriptions of program changes from earlier versions, and user instructions for the model's operation.
