Book excerpt: Current forecasts show that the number of passengers travelling by air is expected to almost double by 2035. At the same time, airports globally face congestion and capacity constraints. There is a clear need for additional capacity, which can be achieved in a combination of different ways: through expansion of the current hub airports, further expansion and integration of regional airports, or building new airports. All of these options will require capital investments. This research attempts to answer the question of the influence of ownership model and governance model on an airports ability to obtain financing to support its infrastructure development. Although both ownership structure and to a degree investment in airports is discussed in the literature, there is a gap in research on whether or not there is an explicit link between ownership and investment. Research on ownership and governance has focused on the impact to overall airport efficiency and performance; although investment can be part of that, it is generally a small part, or simply not discussed. Using a sample of 61 airports from various parts of the world and different ownership structures, hierarchical cluster analysis was done to explore the relationship between ownership and investment. Weak links were found regarding ownership in the cluster composition. Further qualitative analysis led to the conclusion that the relationship between ownership and investment is complicated, and will vary among business environments. While ownership structure is important to understand how investment in infrastructure will work, qualitative evidence shows it does not define the level nor quality of investments made.

This book presents the findings of a first-ever, comprehensive study of how LAC region airports have evolved during this notable period of transition in airport ownership. It is an unbiased, positive analysis of what happened, rather than a normative analysis of what should be done to reform the airport sector or to attract private participation. It takes the first step in response to the need for more conclusive information about the influence of airport ownership on economic performance. The book is centered around the study of three dimensions of performance: productive efficiency, institutional set up for the governance of the sector, and financing of airport PPPs. Using rigorous analytical tools, this book answer a series of key questions to evaluate the introduction of private sector participation in the Latin American airport sector: Are LAC airports technically efficient? How has efficiency evolved in the last decade? Are privately-run airports more efficient than state-operated airports?
