With a commission in the U.S. Naval Reserve, he flew operational missions—including carrier landings—in A-l Skyraiders and E-l Tracers. He qualified in more than a dozen other types of Navy aircraft, including F-9 Cougars. He served two tours as flight instructor in his ten years with the Navy. In 1965, following his return from a Vietnam tour at Yankee Station, Mr. Beard entered the Coast Guard. He flew in SAR operations in the HU-16E Albatross, the C-130 Hercules, and the HH-52A Seaguard. He qualified as a seaplane pilot, a shipboard helicopters pilot, and a Coast Guard standardization pilot, accumulating more than 6,000 military flight hours during his career. Mr. Beard holds an FAA airline transport pilot rating and a commercial helicopter rating, plus a Coast Guard master’s license for inspected vessels. After retiring in 1975, Mr. Beard returned to college, earning a master’s degree in history from Western Washington University in Bellingham. Following employment as a museum director, he turned back to the sea, in sailboats. Over the past twenty years, he and his wife, Carolyn, have sailed nearly 150,000 miles and visited about fifty countries as they’ve circled the world one and a half times. Mr. Beard takes vacations from these voyages to return home to research and write articles in his field of maritime history.

Exploiting the inherent flexibility and mobility of naval forces, the Seventh Fleet operated with impunity for three years off the coast of North Vietnam. The success with which the Navy executed the later Operation Linebacker campaign against North Vietnam in 1972 revealed how much the service had learned from and exploited the Rolling Thunder experience of 1965–1968. The heavy lift aircraft research is one task in a multi-part project that simultaneously examines possible heavy lift aircraft alternatives and hypothetical high speed ships. The results of this research will help the Navy understand its options as it considers whether it should invest in a new heavy lift aircraft design.This study on heavy lift aircraft has three major segments. First was a technical assessment of the aircraft options. Seven different notional aircraft were examined. These ranged from a CH-53 helicopter variant that could be available roughly at the end of this decade, to several large helicopter designs, and finally a four engine version of a tilt-rotor aircraft. The technical assessment includes estimates of cost and dates when each aircraft could be available. The second portion of the study was a survivability assessment. It is possible that a new heavy lift aircraft could be used in an air assault mode to transport troops and equipment into hostile territory. The survivability assessment examined using this class of aircraft in various tactical situations to assess how it would fare against different levels of threat.The final portion of the analysis was a deployment assessment using a hypothetical northeast Asian crisis as the scenario. The movement of Marine Corps, Army, and Air Force elements to the crisis location was assessed, and the role of a heavy lift aircraft considered in this scenario. This analysis considered various ship types to move joint forces. It provides a useful complement to RAND?s other task that focused on high speed ships.
