The Working Group was tasked to develop design requirements and qualification methods the application of which, across NATO, would improve aircraft utilization and interoperability. This report, develops and illustrates the subject of repaired-runway operation; its sections reflect the various aims of the Working Group while the appendices amplify particular aspects. Throughout, topics are discussed from fundamentals so that it may provide an introduction to the structural and dynamical implications of repaired-runway operation as well as a statement of the current level of development of techniques in design, assessment and operational clearance. A field exercise, conducted at an abandoned airfield during the period of 18-22 November 1963, consisted of damaging a runway with live bombs dropped by A4C aircraft, followed by emergency repair operations. Tests of the restored runway proved the adequacy of the repair procedure. (Author).

Book excerpt: The objective of the Rapid Runway Repair (RRR) Program is to provide the US Air Force the capability to recover from conventional weapons attacks on USAF runways and airfields, thereby permitting expeditious launch and recovery of operational aircraft. The RRR Program conceives, develops, tests, and validates: methods, materials, and equipment to rapidly repair airfield pavements following an enemy attack; and designs of alternate launch and recovery surfaces. This program is not expected to produce a single, unique solution, but rather several validated concepts and solutions which can be used in combination to significantly improve USAF readiness posture. The scope of this program is limited to developments, testing, and fielding of civil engineering techniques to repair paved surfaces, to improve unpaved surfaces, and to create required support allow aircraft operations from the surfaces in spite of threat attacks. Modification to aircraft will not be attempted even though such modifications may turn out to be more effective that extensive engineering of airfield surfaces. Class II aircraft modification will only be accomplished to support instrumentation sensing devices.

Book excerpt: The capability to continue to operate from bomb-damaged airfields has become an increasing Air Force concern. The repair of airfield pavements damaged by enemy weapons must be completed rapidly after an attack to allow launch and recovery of combat aircraft. New developments in weapons technology and increased demands in aircraft operations make existing crater repair procedures inadequate. The Air Force Engineering and Services Center (AFESC), Tyndall AFB FL was tasked to investigate several bomb damage repair materials. This report describes how the USAF Occupational and Environmental Health Laboratory determined ambient concentrations of the ingredients of PERCOL-S100, PERCOL-X- 58-47-2 and Ashland Resin 65-088 during two simulated runway repair surveys. Results from the PERCOL-S100 survey indicated perchloroethylene would pose the greatest health risk to the workers while results of the PERCOL-X-58-47-2 and Ashland Resin 65-088 survey indicated and ingredients of PERCOL-58-47-2 did not pose a significant health risk; however, the Ashland resin ingredients, particularly phenols, hydrocarbons and pyridine, could pose a risk to the health of the workers.
