Book excerpt: The paper applies spatial econometric techniques to measure the impact of airport noise on the price of single-family homes in the Zurich Airport area. A hedonic model is specified with an error component accounting for spatial dependence. The paper takes a differentiated approach on the modelling of aircraft noise. We exploit a large database of geo-referenced noise measurements to investigate the reaction of prices to different noise metrics. The peculiar institutional setting of Zurich Airport, with changing patterns of runways configurations allows to distinguish the impact of noise at different times of the day. The use of neighborhood fixed-effects is compared to the results given by a costlier modelling strategy involving a rich set of GIS-based location descriptors. The paper documents a moderate impact of airport noise on housing prices. In the base model specification the Noise Discount Index is 0.93% with typical discounts in the range of -2% to -8%. Accounting for the spatiality of the data has little effect on the estimated coefficients and their standard errors.

Economic arguments can help to decide about the trade-off between preserving environmental quality and developing housing and business surfaces, provided the benefits of environmental quality are adequately quantified. To this end, this book focuses on the use and advancement of the “hedonic approach”, an economic valuation technique that analyses and quantifies the sources of rent and property price differentials. Starting from theoretical foundations, the hedonic approach is applied to the valuation of natural land use preservation and noise abatement measures, as well as to residential segregation and discrimination, extending the analysis to the role of the buyers and sellers' identity on housing market prices and to the issue of environmental justice.

Book excerpt: Revealed preference methods like the hedonic model generally assume economic agents have access to publicly available information and use it effectively. In the housing market, the recent proliferation of seller disclosure laws suggests that policymakers perceive buyers to be less than "fully informed", presumably since they face higher information acquisition costs than sellers. The introduction of an airport noise disclosure in the residential housing market surrounding the Raleigh-Durham International Airport is used as a quasi-random experiment to analyze the impact of this type of information asymmetry between buyers and sellers on housing prices. The results from a regression analysis that controls for potential spatial and temporal confounders, suggest that the airport noise disclosure reduced the value of houses most heavily impacted by airport noise by 2.9 percent. This represents approximately a 37 percentage point increase in the implicit price of airport noise. The results provide evidence that publicly available information, such as that available for airport noise, may not be adequately considered by all buyers. They also suggest that the information environment should be carefully considered when using housing data and the hedonic model to value urban amenities and disamenities.

Available in PDF, EPUB and Kindle. Book excerpt: The transition to quieter aircraft required by the Airport Noise and Capacity Act of 1990 was expected to benefit communities, airports, and airlines. In turn, the transition was expected to reduce community opposition to airport operations and expansion and to reduce the demand for funds provided for noise abatement through federal grants and user charges. The results expected from the transition to quieter aircraft were partially realized. The transition occurred as planned and considerably reduced the population exposed to noise levels incompatible with residential living. Nevertheless, noise concerns remain a barrier to airport expansion, and the demand for federally authorized support for noise abatement efforts has continued. GAO identified two key issues for review by the aviation community. First, even though fewer people are exposed to aircraft noise, according to a survey in 1999-2000, more than half of the noise complaints came from people living in areas exposed to noise levels that FAA considers compatible with residential living. Second, if people are allowed to move to areas close to an airport, they may later find themselves exposed to noise levels that FAA considers incompatible with residential living as the airport's operations grow to meet rising demands. Furthermore, residential development in such areas could generate new opposition to airports operations and future expansion plans.

One of the main hindrances to successful litigation, however, is the difficulty of proving that noise has indeed caused a devaluation of single-family houses. The avallable literature is contradictory, though tending to favour the view that residential property values are not depreciated by aircraft noise. In a case study of the impact of the municipal airport in Edmonton, a new method is shown by which, with reasonable accuracy, the degree of noise annoyance can be calculated retroactively. Furthermore, the study area's socio-economic, locational and physical properties are traced back to the time from when sales data were collected, thus allowing a precise selection of noise- affected homes and their noise-free control counterparts. It was found that houses under the influence of aircraft noise appreciated in price faster than the quiet homes, even to the extent of a direct relationship: the noisier the house, the steeper the price slope (i.e. the greater the price increase). This result is supported to some degree by two questionnaires whose findings show that almost one-half of the people contacted do not mind the noise, and that used homes under a noise or flight path can easily be financed through conventional money sources. In conclusion, it is demonstrated that there is a need for a revised noise annoyance measurement system that will account for the presently neglected small airplanes, and which can incorporate meteorological data.

The primary objective of this assessment was to determine whether a valid national level determination regarding the impact of airport noise on housing values could be made based on studies at individual airports. The studies were not intended to obtain precise values of the noise impact on property values around the airports that were considered. An analytical approach was designed that combined quantitative and qualitative techniques in a way that complements each and overcomes some of the shortcomings of previous studies that exclusively used one technique or the other. In recognition of the fact that local conditions can significantly affect real estate markets, this approach makes extensive use of local realtors and appraisers who are familiar with the area and any unique factors that must be considered when assessing the value of residential properties. This approach was used around airports in three major metropolitan areas to determine if the approach was repeatable and verifiable, and whether it provided consistent and reliable results in terms of trends regarding the economic impact of airport noise on housing values. They were also intended to assess the reliability and accessibility of the data required for such analyses. It was concluded that this approach represents a viable method of examining the effects of airport noise on housing values at the national level. A correct application of sampling methods and the analytical technique can be used to establish the nationwide magnitude of the effect that airport noise has on property values, and may help decision makers determine national policy or guidelines regarding the impact of airport noise on housing values.
