Book excerpt: AIR 1939 addresses communication of LCC data between equipment suppliers, aircraft engine producers, aircraft manufacturers, and users, as illustrated in Figure 1. The LCC data categories addressed include: research, development, test and evaluation (RDT&E); acquisition (initial procurement and investment); and operating and support (O&S) costs. While input and output formats are suggested, calculation procedures and cost methodology are specifically excluded since many LCC models preferred by the industry are company sensitive or proprietary (Figure 1). The relationship of LCC input data to program phase is described. Ground rules and assumptions are addressed. A glossary of LCC terms is provided. The LCC impact of propulsion systems on other aircraft systems is considered.This document was specifically developed for military propulsion system cost analysis. However, it is believed that a functional relationship exists between military and commercial Life Cycle Cost analysis and that with some interpretation, sections of AIR 1939 might be applicable to commercial propulsion systems as well.In summary, AIR 1939 provides a basis for LCC calculations, for monitoring of LCC status resulting from trade studies, and for tracking status against LCC goals in a consistent manner, thus permitting quantitative, comparable assessment. AIR 1939 guidelines recommend that a Life Cycle Cost presentation include consideration of overall cost rather than a sub-optimization of just one or a few cost elements.

The Cost Analysis and Estimating Section completed a life cycle cost analysis for the Standard Engine Test Systems (SETS) which is the Navy's latest generation engine test system. A conservative LCC savings estimate of $862M was generated even though the acquisition cost for the sets is much higher than the acquisition cost for the engine test systems that it replaces. Determining the accuracy of a LCC analysis is important. Generation of cost element relationships (CER), quality data bases, and proper calibration of costs estimating processes is important to ensure the validity of future estimates and maintaining the confidence of the program managers. This paper will focus on the verification of the results of the initial report and offer a comparison between the expected and actual life cycle costs. The lead time for support equipment is shorter than many of the larger more complex systems and products, thereby allowing us the ability to develop cost performance measurement results. The presentation will conclude with a 'lessons learned' discussion for LCC analyses.

The search for these data bases was primarily conducted at Headquarters, Air Force Logistics Command. The study focused upon the Increase Reliability of Systems (IROS) data base, the HO36B DOD Cost and Production Report, the AFM 400-1 actuarial data system, the cost and planning factors in AFR 173-10, aerospace ground equipment data located in the Tables of Allowance, and Component Improvement Program data located at the Deputy for Propulsion, Aeronautical Systems Division. The study of these data bases led to the conclusion that data bases in the Air Force are not well designed for cost data collection and that many data bases are necessary to obtain the total operation and support cost of an aircraft engine. The term life cycle cost used herein, refers to the airline costs for maintenance, spares support, fuel, repair material and labor associated with composites after introduction into service and throughout its useful life. This document contains the equations that can be programmed into software which is used to estimate the total cost of ownership aircraft, including structure. Modification costs and operating costs are estimated over a specified life (any period up to 30 years). Modification costs include spares holding, training, support equipment, and other system related costs. Annual operating costs include: Schedule interruption, fuel, spares, insurance, and maintenance. Maintenance costs are separated by scheduled maintenance or unscheduled damage, or can by grouped into the typical organizations of line, shop, and hangar maintenance. This Lifecycle Cost allows users to evaluate the impact of Service Bulletins, potential design changes, changes in maintenance programs, or effectiveness of maintenance operations. AIR5416 has been reaffirmed to comply with the SAE five-year review policy.

Book excerpt: Although life cycle analysis is widely used as a management tool, considerable uncertainty still exists about its effectiveness with respect to economic tradeoffs, funding decisions, and resource allocations. This report evaluates some of the most widely used life cycle cost models: AFR l73-10 models (BACE and CACE); the Logistics Support Cost model; the Logistics Composite model; the MOD-METRIC model; AFM 26-3 Manpower Standards; Air Force Logistics Command Depot Maintenance Cost Equations; the DAPCA model; and the PRICE model. The models are rated within a framework incorporating a set of cycle cost elements and a set of cost driving factors. Color-coded illustrations summarize the results. The models are shown to have many shortcomings that limit their usefulness for life cycle analyses in which estimates of absolute, incremental cost are required. Specific areas are identified where driving factor/cost element combinations are not adequately addressed.

The primary focus of this study has been on aircraft systems and on decisions involving program changes and modifications to systems already in acquisition. In summary, it was observed that present procedures and techniques for making life cycle cost estimates can lead to decisions that have effects opposite to what the decisionmaker is seeking. Opportunities to reduce overall costs may be missed. R & D funds may be invested without achieving an expected O & S cost reduction, thereby increasing life cycle cost. The establishment of a uniform set of procedures for conducting and presenting the results of life cycle analyses should help in two ways. It would compensate for some of the shortcomings of current models and data, and it would provide a useful basis for the development of improved estimating techniques in the future.
