Book excerpt: Pursuant to a congressional request, GAO reviewed the Federal Aviation Administration's (FAA) acquisition planning to date, focusing on the extent to which: (1) the schedule estimate for the Standard Terminal Automation Replacement System (STARS) is attainable; and (2) cost estimates to make STARS operational are likely to change. GAO noted that: (1) the STARS schedule, which calls for implementation of 171 air traffic control facilities between December 1998 and February 2005, is attainable only if FAA is successful in its efforts to mitigate certain risks; (2) specifically, FAA will need to obtain commitment by key stakeholders to the STARS schedule, resolve schedule conflicts between STARS and other modernization efforts, and overcome difficulties in developing system software that could delay implementing STARS; (3) FAA is aware that these issues pose a risk for STARS and has begun several risk mitigation initiatives; (4) while such actions are encouraging, it is too early to tell how effective they will be; (5) FAA's cost estimate for STARS has the potential to increase; (6) FAA's total cost estimate for STARS is $2.23 billion; (7) FAA approved this estimate in January 1996, however, a September 1996 analysis by agency officials pointed to potential cost increases that could drive the total cost estimate to as much as $2.76 billion; (8) this possible increase is attributable to expected higher costs for operating and maintaining STARS equipment; (9) FAA officials are continuing to revise the STARS cost estimate and now believe that cost increases may be significantly lower; and (10) at this time, however, FAA could not provide GAO with an updated estimate.

Book excerpt: Pursuant to a congressional request, GAO discussed the Federal Aviation Administration's (FAA) air traffic control (ATC) automation program, focusing on: (1) how the automation program has evolved from the initial program to the current one; (2) to what extent FAA has had to implement costly interim projects and to sustain the older equipment; and (3) whether the ongoing acquisitions are achieving their cost and schedule goals. GAO noted that: (1) in the 1994 restructuring, FAA cancelled segments of its initial automation program, scaled back others, and ordered the development of less costly alternatives; (2) FAA still plans to replace the aging equipment that is increasingly difficult to maintain and to provide a basis for adding new capabilities at a later date; (3) one of the cancelled segments from the initial program would have addressed hardware maintenance problems that are now emerging with the mainframe computer; (4) the agency expects to incur costs of about $160 million during fiscal years 1998 and 1999 to replace the mainframe computer hardware; (5) as a result of the longstanding history of schedule delays in the automation program, FAA has added four interim projects--costing about $655 million--to sustain and enhance current automated equipment; (6) almost all of FAA's facilities that control air traffic at lower altitudes near airports will be upgraded through these interim projects; (7) FAA has had mixed results in achieving its cost and schedule goals for the two major ongoing acquisitions in its restructured automation program; (8) the Display System Replacement is within budget and on schedule; and (9) however, the Standard Terminal Automated Replacement System will likely have schedule delays of at least 6 months largely because software development has taken longer than expected and the agency and the contractor lack sufficient time to perform needed testing.

GAO noted that: (1) since 1982, Congress has appropriated over $25 billion to the modernization program; (2) while FAA has fielded some equipment, historically, the agency has experienced considerable difficulty in delivering systems with promised cost and schedule parameters; (3) as a result, FAA has been forced to implement costly interim projects; (4) meanwhile, two key systems--the Wide Area Augmentation System and the Standard Terminal Automation Replacement System--have encountered cost increases and schedule delays; (5) GAO's work has pinpointed the root causes of FAA's modernization problems and has recommended actions to overcome them; (6) most recently, GAO found shortcomings in the areas of systems architecture or the overall modernization blueprint, cost estimating and accounting, software acquisition, and organizational culture; (7) although FAA has begun to implement many of GAO's recommendations, sustained management attention is required to improve the management of the modernization program; (8) FAA is collaborating with and seeking commitment from users in developing a new approach to make the modernization less costly and to provide earlier user benefits; (9) the challenge for FAA is to have disciplined processes in place in order to deliver projects as promised; and (10) FAA will also need to quickly address the looming year 2000 computer crisis to ensure that critical air traffic control systems do not malfunction or produce inaccurate information simply because the date has changed.

GAO found that: (1) total estimated costs for ATCS modernization have increased by almost $1 billion dollars, with the largest increase occurring in terminal airspace projects; (2) FAA has fully implemented 46 field projects which cost approximately 5 percent of the modernization's total estimated cost; (3) FAA added 12 ATCS modernization projects in 1992; (4) FAA has an unobligated facilities and equipment balance of $1.98 billion due to multiple-year budget authorizations and project delays; (5) FAA is revising its terminal radar approach control plans due to safety considerations, which may lead to less consolidation and greater costs; (6) project schedule delays have averaged 5 years; (7) FAA has changed quantity requirements for a number of projects; (8) FAA has added 16 new capabilities projects due to technology advances, of which 6 will be significant contributors to ATCS modernization; and (9) cost estimates and schedules may change for new modernization projects, since they are in the early stages of development.

Book excerpt: We appreciate the opportunity to provide our observations on the status of the Federal Aviation Administration's (FAA) implementation of the Display System Replacement (DSR) project. DSR, which replaces the controllers' workstations and other equipment in the nation's en route centers, is one of FAA's major projects under the air traffic control modernization program. In 1981, FAA began a multibillion-dollar modernization effort to improve the safety, the capacity, and the efficiency of this system to meet the increasing demand for air traffic services and to replace aging equipment. The agency plans to spend approximately $41 billion on the modernization effort from fiscal years 1982 through 2004. FAA has historically experienced some major difficulties in delivering modernization projects within cost, schedule, and performance parameters However, over the past couple of years, FAA has taken steps to improve its management of the modernization program. In particular, the agency has revised its approach to acquiring new systems by limiting their scope to manageable segments. Continuing with its new approach to modernization is key to allowing FAA to consistently deliver new systems within established goals. In this context, you asked us to address (1) the status of FAA's overall modernization program, (2) FAA's progress in implementing DSR, with particular emphasis on events surrounding Boston's implementation, and (3) opportunities for continued success by FAA in completing its modernization projects. GAO has a long history of reviewing the modernization program as well as individual projects, and this testimony is based on prior reports and testimonies.
