Book excerpt: This occupational survey was initiated to determine the feasibility of merging three radar maintenance specialties (AFSs 303X1, 303X2, and 303X3) into a common specialty. In order to properly address this issue, personnel in all three specialties were surveyed using a common job inventory. The feasibility of merging the three specialties and other types of analyses across the three career ladders are presented in a combined report (AFPT 90-303-400, Volume I). This report concentrates primarily on the results relating to the Air Traffic Control Radar (AFS 303X1) specialty. Detailed results of the Aircraft Control and Warning Radar (AFS 303X2) and Automatic Tracking Radar (AFS 303X3) specialties are provided in two separate reports (AFPT 90-303-400, Volumes III and IV). Book excerpt: This report presents the results of an Air Force occupational survey of the Air Traffic Control Radar Specialty (AFSC 303X1). Fifty-seven Percent (N=769) of the 303X1 career ladder personnel completed mob inventory booklets. Personnel were surveyed across various Major Commands, with AFCC and ATC being the largest users. Notwithstanding the exclusion of members assigned to classified units, this sample, including 3-, 5-, and 7-skill level members only, was representative in terms of TAFMS and paygrade distribution. The career ladder is composed primarily of two broad areas: technical (maintenance production element) and nontechnical (management support, staff, and training). Technical jobs within this AFSC show a high degree of similarity in the types of maintenance operations performed (i.e., aligning, troubleshooting, performance checks, etc) regardless of radar system; yet, the wide array of radar system configurations and ancillary equipment in this career ladder were the key differentiating factors among these technical jobs.

Book excerpt: This is a report of an occupational survey of the Automatic Tracking Radar (AFS 303X3) specialty, completed by the Occupational Analysis Branch, USAF Occupational Measurement Center, in February 1981. The survey was initiated at the request of the Air Force Manpower and Personnel Center Classification Branch (AFMPC/MPCRPQ) in order to determine the feasibility of merging three radar maintenance specialties (AFSs 303X1, 303X2, and 303X3) into a common specialty. In order to properly address this issue, the personnel in all three specialties were surveyed using a common job inventory. As outlined in the current AFR 39-1 Specialty Descriptions, Automatic Tracking Radar personnel are responsible for installing, maintaining, and repairing automatic tracking systems, acquisition systems, related electronic warfare equipment, and associated identification equipment. These personnel are also responsible for operating automatic tracking systems during radar bomb scoring and ground directed bombing operations.

Using occupational survey data along with other sources, Air Force managers can determine the most efficient way to classify and manage these manpower resources. Topics discussed in this report include: (1) development and administration of the survey instrument; (2) the job structure relationship of the career field in regards to AFSC and experience level; (3) comparisons between specialties; (4) the relative difficulty of survey tasks; and (5) job satisfaction and other related data. Specific topics discussed in the supplemental reports for each specialty include: (1) the job structure of the individual specialties and their relationship to respective skill and experience level groupings; (2) comparisons of specialty responsibilities to AFR 39-1 Specialty Descriptions; (3) CONUS versus overseas distinctions; (4) Major Command comparisons; (5) task factors in relation to the Specialty Training Standards (STS) and Plans of Instruction; and (6) job satisfaction and related background information.

Book excerpt: Inventory booklets were administered to Aircraft Control and Warning (AC/W) Radar (AFSC 303X2) personnel worldwide. Survey results are based on the responses from 724 AFS 303X2 incumbents (71 percent of assigned). A majority of the incumbents surveyed were assigned to TAC, USAFE, or AFCC. A majority of DAFSC 303X2 personnel were found to be performing primarily radar maintenance type tasks and were identified in such jobs as AC/W Radar Maintenance Personnel, Junior AC/W Radar Maintenance Personnel, Ancillary Maintenance Personnel, and Tactical Radar Crew Members. A smaller percentage of 303X2 personnel were identified in job groups which concentrated on supervision, administration, or training. These job groups included Job Control Personnel, Radar Maintenance Supervisors, Quality Control Personnel, NCOICs, Plans and Scheduling, Tactical Radar Maintenance NCOICs, and Resident Course Instructors. Performing periodic maintenance inspections (PMI) and general maintenance tasks are indicative of 3-skill level personnel. Five-skill level personnel perform the same basic job, but spend more time on supervisory and administrative duties and somewhat less time performing radar maintenance duties. Seven-skill level personnel are firstline supervisors, and roughly divide their time between supervisory and radar maintenance duties. DAFSC 30399 personnel are middle level supervisors and managers, and spend almost all of their job time performing supervisory duties.
