Book excerpt: The Federal Aviation Administration (FAA) has undertaken an ambitious and costly program to modernize its air traffic control system. Under this program, FAA is acquiring new surveillance, data-processing, navigation, and communications equipment in addition to new facilities and support equipment. Totaling 126 active projects, the modernization effort is estimated to cost $26.5 billion from fiscal year 1982 through fiscal 2004.' Of this total, FAA estimates that it will need $12.9 billion for 59 information technology projects-the software/intensive and complex information and communications systems supporting the air traffic control system. Given the large expenditures required to carry out FAA'S modernization effort, the past problems, and the continuing concerns about key projects funded under the program, the Chairmen and Ranking Members of the Senate Committee on Commerce, Science, and Transportation's Subcommittee on Aviation and the House Committee on Transportation and Infrastructure's Subcommittee on Aviation asked GAO to review FAA'S investment management approach as carried out through the Acquisition Management System (AMS), which was implemented in April 1996. GAO evaluated the processes, data, and decisions that FAA uses to select, control, and evaluate its investments. This report addresses the extent to which FAA, through AMS, (1) has established a structured approach for selecting and controlling its investments; (2) incorporates all investments, including those currently in operation, in the agency's portfolio; and (3) selects, controls, and evaluates its investments with complete and reliable information.

Book excerpt: Pursuant to a congressional request, GAO reviewed the status of the Federal Aviation Administration's (FAA) air traffic control (ATC) system modernization efforts, focusing on: (1) projects funded through the FAA facilities and equipment (F&E) appropriation account under the Capital Investment Plan (CIP); (2) changes in total modernization costs, number of completed projects, and trends for unobligated funds; and (3) cost and schedule estimates for the 15 major projects that account for over 40 percent of the FAA fiscal year (FY) 1996 F&E budget request. GAO found that: (1) FAA estimates that ATC modernization costs will total $37.3 billion from FY 1982 through FY 2003, a $1.5 billion decrease from the 1994 estimate; (2) although Congress has appropriated $19.8 billion through FY 1995 for ATC modernization, FAA expects lower funding levels and will have to extend development schedules beyond FY 2003 or terminate some projects; (3) 18 of the current 158 projects under CIP will extend beyond FY 2003 and cost an additional $842 million; (4) FAA has completed 64 projects at a cost of $3.8 billion and has decreased its unobligated F&E balance for the second straight year, partly due to appropriation expirations and rescissions; (5) FAA has added 5 new projects to CIP at a cost of $232 million; (6) estimated F&E costs for 11 of the 15 major project have increased by $219 million in the past year; (7) FAA has made progress in fielding equipment for some of its projects, but implementation schedules for 9 projects have slipped by an average of 5 years; (8) because of substantial cost increases and schedule slippages, FAA has restructured its Advanced Automation System (AAS) into 3 more manageable projects that are expected to cost less, but these projects will provide lesser capabilities; and (9) although FAA has strengthened its control of the restructured AAS, it continues to experience software problems.

Book excerpt: Pursuant to a congressional request, GAO discussed the Federal Aviation Administration's (FAA) program to modernize its National Airspace System (NAS), focusing on: (1) the status of key modernization projects; (2) FAA's actions to implement recommendations to correct modernization problems; and (3) the opportunities and challenges facing FAA as it embarks upon its new modernization approach. GAO noted that: (1) since 1982, Congress has appropriated over $25 billion to the modernization program; (2) while FAA has fielded some equipment, historically, the agency has experienced considerable difficulty in delivering systems with promised cost and schedule parameters; (3) as a result, FAA has been forced to implement costly interim projects; (4) meanwhile, two key systems--the Wide Area Augmentation System and the Standard Terminal Automation Replacement System--have encountered cost increases and schedule delays; (5) GAO's work has pinpointed the root causes of FAA's modernization problems and has recommended actions to overcome them; (6) most recently, GAO found shortcomings in the areas of systems architecture or the overall modernization blueprint, cost estimating and accounting, software acquisition, and organizational culture; (7) although FAA has begun to implement many of GAO's recommendations, sustained management attention is required to improve the management of the modernization program; (8) FAA is collaborating with and seeking commitment from users in developing a new approach to make the modernization less costly and to provide earlier user benefits; (9) the challenge for FAA is to have disciplined processes in place in order to deliver projects as promised; and (10) FAA will also need to quickly address the looming year 2000 computer crisis to ensure that critical air traffic control systems do not malfunction or produce inaccurate information simply because the date has changed.
