Sustainment support of high priority material that require air transport, however, has been criticized. Substainment airlift required for the enormous amounts of high priority material generated for support of deployed forces was either not foreseen or severely underestimated to support material and lift requirements. The immediate results were material shortages, transportation delays, and the imposition of AD HOC systems to support sustainment operations. This paper examines many of the air sustainment lessons learned from the Gulf War. Focus is on the high priority material requirements so vital to the operational readiness of deployed forces. Flexible airlift options, both military and commercial, are reviewed. Included are lessons learned with regard to sustainment planning and command and control of sustainment operations. In each case, discussion is tailored to planning actions that operational level commanders and their logistics staffs can take to bring about more effective outcomes for air sustainment operations.

Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Book excerpt: "For three decades, the United States Military has been committed to combating the threat of Violent Extremist Organizations (VEOs) and counter insurgencies. The campaign against radical extremists has committed the U.S. to several overseas locations and necessitated the need for a specific type of warfighting; one that emphasized sustainable rotational deployments at strategic geographic areas of interest for continued deterrence known as “Stability Operations". However, ever since the drawdown of troops began in earnest, the United States has had the strategic bandwidth to shift its focus away from the threat of non-state terrorist groups and focus instead on the threat of peer/near-peer adversaries. During Operations Iraqi Freedom (OIF) to Freedom’s Sentinel (OFS), our adversaries' warfighting capability had evolved. The operating environment (OE) had significantly transformed. The USAF found itself ill-equipped to combat Russia and China's existential threat with the tactics, techniques, and procedures (TTPs) inherited from decades battling small non-state actors operating within ill-defined borders. The Air Force’s maneuverability had atrophied as supply chains organized themselves around steady-state operations at fixed locations. In December 2020, Chief of Staff of the Air Force (CSAF), General Charles Q. Brown Jr., put it bluntly when he said the Air Force needs to “accelerate change or lose.” One such line of effort put forth in the National Defense Strategy (NDS) is to “Build a More Lethal Force” by prioritizing investments in “air and space forces that can deploy, survive, operate, maneuver, and regenerate in all domains while under attack. Transitioning from large, centralized, unhardened infrastructure to smaller, dispersed, resilient, adaptive basing that include active and passive defenses will also be prioritized.” This type of operation, which former Defense Secretary Jim Mattis outlined, has had many names and parts, including 2 Adaptive Operations in Contested Environments (AOiCE), Logistics under attack (LUA), Agile Operations. In this paper, it will be referred to as Agile Combat Employment (ACE). At its heart, ACE is about mission survivability in contested environments through the disaggregation of operations. Joint air doctrine, Annex 3-99, describes ACE as: “dispersal and alert operations increases the survivability of friendly capabilities, decreasing time and distance problems faced in large theaters, allowing forces to attack and defend quickly.” The Air Force, along with private research groups like the RAND Corporation, has written extensively on ACE. The threat of an overwhelming offensive campaign by Russia or China and the impact of disaggregated operations on their targeting systems and cost of war has thus been well-argued. The next step would therefore be to galvanize action at the highest echelon of the military. However, looking at Gen. Brown’s call to change, the NDS’s investments priorities, and Air Mobility Command’s (AMC’s) current objective too, “advance Global Air Mobility Support System (GAMSS) agility, lethality, resiliency, and survivability, to generate combat power in contested environments,” it is clear the message has been heard at the appropriate levels. Previous documents have highlighted why we conduct ACE, but this paper's focus will be on the “how.” At present, most MAJCOMs have already developed their own ACE Concept of Operations (CONOPS). Each unique to its respective functional or geographic mission set. However, at the time of this paper, AMC is in the process of codifying its CONOPS, which puts Mobility Air Force (MAF) units in a unique position to provide tactical inputs to help shape the operational picture. This paper's focus lies within this decision space where AMC and Expeditionary Center (EC) seek inputs from the unit level to inform what will eventually become COAs or updated Tasks within more extensive support plans."--Introduction.

There are periods where close coordination and cooperation led to extremely effective CAS. Experiences in North Africa during World War II proved to be a harbinger of CAS throughout the twentieth century. The ineptness of the initial air-to-ground integration evolved by wars end into a synchronized, lethal form of combined arms operations. The troubled relationship between the Army and the Air Force over CAS directly impacts four major areas needed to accomplish effective CAS. Those areas are training, doctrine, trust and dialogue. Because of the troubles experienced in CAS during recent military operations in Afghanistan the Army is once again finding fault with current CAS capabilities. The Air Force admitted that there are problems. They also stress, with much justification, that there is plenty of fault to go around. The conclusion of the thesis is that CAS will continue to be an integral part of joint military operations. The Army and the Air Force must focus on improving training, doctrine, and most importantly, trust before any improvements are realized. The lives of US soldiers may well depend upon the effectiveness of CAS.Among military men, it is commonplace that inter-allied and interservice operations inescapably pose grave difficulties in execution. Differences in equipment, in doctrine, in attitude and outlook stemming from contrasting past experience all inhibit and complicate harmonious interaction. Past successes, however, have shown that these difficulties can be overcome where determination is present and effective procedures have been devised and applied by properly trained troops. Experience also shows that armed forces, not only of the United States but of other nations, have been slow to hammer out the necessary procedures. Often corrective steps have been achieved only after many failures in battle. In no area of interservice operations has this phenomenon been more pronounced than in the matter of CAS.The worth of close air support (CAS) as an effective tactical instrument of warfare is one of the most, if not the most, divisive issue between the US Army and Air Force. Prior to the Second World War the Air Service was a growing branch within the Army. To most army generals the value of an effective air corps lay in its ability to support ground troops, adjust field artillery, and conduct aerial reconnaissance. However, the airpower advocates within the Air Service believed that a properly equipped air force could wage war on a completely different scale than ever thought of before. Massive bomber formations could conduct strategic bombing on political, economic, and military targets, forcing the enemy to surrender. To these officers it was a sheer waste of energy and resources to build an air force to support ground operations when true airpower could render ground combat irrelevant.

Book excerpt: Since the United States Army acquired its first Wright flyer and integrated the airplane into battle, the role of airpower has been a constant source of friction between ground and air forces. Army and Air Force cultures, doctrines, shared experiences, and fratricide involving close air support (CAS) have all helped shape the tenuous relationship between the two Services. Since the end of the 1991 Gulf War, there have been 13 CAS fratricide events, killing or injuring 197 people. In all but one instance, training was a causal factor. Yet, there is no formal requirement for joint CAS training. In the early 1980's with the establishment of the U.S. Army ground combat training centers and the corresponding U.S. Air Force Air Warrior training programs, the Services began habitual close air support training. However, with the shift from medium intensity conflict to counter-insurgency and stability operations, pre-deployment CAS training at the CTC's has nearly ceased. While there has not been an increase in fratricide corresponding to this decrease in training, the integration of CAS has decreased and the potential for a fratricide event has increased. The Army and the Air Force must increase their focus on improving joint CAS training as the lives of U.S. soldiers may well depend upon the effectiveness of CAS to hit the correct targets while supporting their operations.Since the introduction of the airplane into military operations, airpower has played an important role in the conduct of war, both in its ability to attack in depth and in its support of friendly ground forces. The initial growth of airpower as a weapon of war was in direct support of ground forces during World War I. Shortly thereafter, early air power theorists such as Giulio Douhet and Billy Mitchell changed the emphasis away from support to ground troops, envisioning vast air armadas that could avoid stalemates on the ground and strike an enemy's political and military centers with strategic bombardment. While ground and air forces have worked together in all major conflicts since World War I, the US Army and US Air Force have continuously disagreed on how airpower best supports ground forces.Prior to the Second World War, most Army generals believed the best use of airpower was to support ground troops by adjusting field artillery, conducting reconnaissance, providing real time intelligence, and providing close combat support. Airpower enthusiasts believed that after achieving air superiority, air forces should concentrate their efforts and use strategic bombing to attack the enemy's centers of gravity; thereby, destroying their ability and desire to wage war. Current US close air support doctrine can trace its foundations to North Africa during World War II.Years of neglect and intra-service rivalry left US forces unprepared for integrated air-ground operations in the deserts of North Africa. Initial integration efforts were disorderly and were most successful at increasing tensions between ground and air commanders.

Book excerpt: This Air Force publication examines a subject of importance not only to the Army but also to the Air Force: the origin and development of American close air support doctrine and practice in World War II. The idea for the study resulted from a review of the Memorandum of Understanding between the Army and Air Force chiefs of staff, concluded on 22 May 1984, and of the initiatives that emerged from that historic document, particularly Initiative 24, which reaffirmed the Air Force's mission to provide close air support to the Army. The project has been a cooperative effort between the U.S. Army Center of Military History and the U.S.A.F. Office of Air Force History; an Air Force historian was assigned to write the study under the supervision of the Center of Military History. The resulting work, ultimately the best judgment of the author based on historical evidence, is titled A Pattern for Joint Operations; World War II Close Air Support, North Africa. The concentration is on the North African campaign because that was the first major large-unit test of American ground armies in World War II, and in that campaign the basic system of close air support for American ground and air forces in World War II was first worked out. Close air support doctrine both then and now is critical to the services. As this study demonstrates, the doctrine that had been conceived and practiced prior to the first American battles of World War II fell apart in the mud and fog of Tunisia. Both air and ground commanders in 1941 recognized the necessity of close cooperation between the staffs and forces in joint and combined forces. What they had to learn in 1942 was the degree to which close air support doctrine tested that cooperation and required alteration. The struggle of ground and air leaders to define and construct a command and control system, and ultimately to allocate and commit precious air resources to requisite ground missions, has as many lessons today as it did more than forty years ago. We believe this study merits careful reading by all those who must plan and prepare for combat.
