Air superiority as well as roles, functions, and missions are defined in chapter one to develop an understanding of the operative terms and definitions used throughout the thesis. This thesis is an in-depth study of the historical characteristics of the air superiority fighter. A complete review of air superiority fighter evolution is divided into four distinct generations. The review includes example aircraft that highlight the consistent characteristics found in each generation. The thesis research and analysis chapters focus on three key areas of interest. They are: (1) aircraft design, (2) avionics and weapons, and (3) training. The key areas of interest are coupled with a discussion of cost considerations during analysis. Fiscal constraints are a major factor in design and employment limitations. The thesis concludes that there are three essential characteristics of an air superiority fighter: (1) the aircraft is designed for the air-to-air role, (2) the aircraft has the first launch opportunity, and (3) the aircraft is flown by singularly trained air-to-air pilots.

Since World War I, achieving and maintaining air superiority has been considered essential for victory in conventional warfare. The success or failure of a belligerent's efforts to gain air supremacy hinges on several factors including the skill of its pilots, the tactical soundness of its doctrine for deploying its fighters, and the numbers and performance of those fighters. Because of the importance of air superiority, since the dawn of aerial combat armed forces have constantly competed to develop technologically superior fighters and to deploy these fighters in greater numbers, and fielding a viable fighter fleet consumes a substantial proportion of the defense budgets of modern armed forces.

RAND research indicates that innovation is promoted by intense competition among three or more industry competitors. Given the critical policy importance of this issue in the current environment of drastic consolidation of the aerospace defense industry, the authors here examine the history of the major prime contractors in developing jet fighters since World War II. They make use of an extensive RAND database that includes nearly all jet fighters, fighter-attack aircraft, and bombers developed and flown by U.S. industry since 1945, as well as all related prototypes, modifications, upgrades, etc. The report concludes that (1) experience matters, because of the tendency to specialize and thus to develop system-specific expertise; (2) yet the most dramatic innovations and breakthroughs came from secondary or marginal players trying to compete with the industry leaders; and (3) dedicated military R&D conducted or directly funded by the U.S. government has been critical in the development of new higher-performance fighters and bombers.

Book excerpt: The goal of this study was to assess how advances in sensor, weapon, and communication technologies have changed air combat and the implication of these trends for future combat aircraft designs and operational concepts. The overall conclusion of this study was that over the past few decades, advances in electronic sensors, communications technology, and guided weapons may have fundamentally transformed the nature of air combat. This transformation may be steadily reducing the utility of some attributes traditionally associated with fighter aircraft (e.g., extreme speed and maneuverability) while increasing the value of attributes not usually associated with fighter aircraft (e.g., sensor and weapon payload as well as range). If the analysis presented is correct, it is possible that the desirable attributes of future air-to-air platforms may be converging with those of long-range ISR/strike platforms, or that at least large aircraft with good low observable (LO) characteristics may be able to give a good account of themselves in aerial combat. If this is true, then a sixth-generation 'fighter may have a planform that is similar to a future 'bomber' and may even be a modified version of a bomber airframe or the same aircraft with its payload optimized for the air-to-air mission. If this is correct, then the United States may be in position to save tens of billions of dollars in nonrecurring development costs by combining USAF and Navy future fighter development programs with each service's long-range ISR/strike programs.

The F-15 Eagle is currently the USAF's primary air superiority fighter. Designed in the 1960s and introduced into service in the mid-1970s, the F-15's status as the world's premiere air superiority fighter is being challenged by new fighter designs from numerous countries, as well as the proliferation of advanced surface-to-air missile systems. The F-22 is the USAF's follow on air superiority fighter to the F-15. The design features of stealth, supersonic cruise, integrated avionics, and sustained maneuverability will provide the F-22 with a first look, first shot, first kill capability in all environments, against all current and planned future threats. However, at $102 million a copy, the F-22 is by far the most expensive fighter the USAF has ever pursued. Along with the collapse of the Soviet Union, today's environment of shrinking defense budgets has called into question the necessity of buying the F-22 at all. Although there are a number of less expensive alternatives, none of them approach the combat capability of the F-22. The USAF is scheduled to buy 339 F-22s which will reach initial operational capability in late 2004. This schedule must be maintained in order to ensure the USAF can provide air superiority for U.S. forces in the future.
