While this is an accurate statement, it is not a complete diagnosis. There also was a problem with pretrained individual manpower during the draft years. While there were large numbers of people in the Individual Ready Reserve (IRR) then, they were not managed, trained, or available for immediate service, and it is unlikely that a rapid full mobilization could have been supported. The reduced strengths brought about by the end of the short term active duty periods have required the DoD to pay attention to the IRR, bring other sources of pretrained individuals into a state of availability, and devote some attention and money to the problem. In that sense, the advent of the AVF has contributed positively to solving the problem. It appears also that actions already taken and underway will provide a satisfactory solution in the future, provided that some plans are made for the use of veterans as an interim measure, the IRR improves in strength and training, and that a hardline reporting policy is maintained.

Book excerpt: Unmanned aircraft systems (UASs) have become increasingly prevalent in and important to U.S. military operations. Initially serving only as reconnaissance or intelligence platforms, they now carry out such other missions as attacking enemy forces. The swift expansion in their numbers and in the demand for their employment has, however, significantly increased demands on logistics and training systems. The challenge is not simply training system operators but also training operational forces and their commanders to integrate the systems into combat operations. Much of that aspect of training has thus far happened as units employ the systems in actual operations - essentially, on-the-job training. UAS training, particularly for the employment of UASs, now needs to be integrated more formally and cost-effectively into service and joint training programs. This report develops a general concept for training military forces in employment of UASs and a framework for addressing the training requirements and discusses the limits of existing infrastructure in supporting UAS training. Interoperability among services is another issue, because services have thus far mainly developed training suitable for their own needs. But the services have established a set of multiservice tactics, techniques, and procedures for UASs, which should facilitate interoperability training. At present, units are not always ready for joint training, so the focus should be on improving training at the unit level in the employment of UAS capabilities, with the overall guiding principle being to "train as we fight."

As a result, the general topics selected and the articles chosen under each topic tend to emphasize economics more than the other disciplines involved in the field of policy studies—sociology, psychology, political science, law, and so on. This emphasis is clearly seen by comparing the contents of volume I (edited by Stuart Nagel, a political scientist) and volume II (edited by Howard Freeman, a sociologist) with that of this volume. Second, the editors have a particular view of what policy studies or policy analysis is. That view has several aspects. In the first place, they feel that the field of policy studies or policy analysis must define itself, and this definition will develop as researchers do just what the title of the field says—study or analyze policies. A corollary of this view is that we place a low weight on papers which discuss the policy process or reforms in policy-making, relative to papers which analyze a policy, a policy proposal, or a problem which leads to calls for policy action.

The model contains equations describing the supply of nonprior service accessions; the supply of prior service accessions; the total strength of the National Guard; and the demand for National Guard personnel. Results of the accession equations uphold prior studies reporting reservist supply to be inelastic. The demand equation results show National Guard authorizations to move from shortage areas to areas of relative oversupply. Although the model's exploratory nature prohibits any policy analysis based on its findings, the results suggest that the model's structure is a promising one for future Reserve research. (Author).
