Book excerpt: Recent estimates indicate that over 100 million people in Latin America and the Caribbean are exposed to air pollution levels exceeding World Health Organization guidelines. Despite progress in dealing with this problem, however, the level of knowledge about air pollution's impact on health and the economy is limited in much of the LAC region. This study assesses the potential benefits of improving air quality in 41 major LAC urban areas containing 100 million people in all. Our analysis indicates that 26 cities in our sample, containing 85 million people (of which 28 million are children less than 18 years of age), are exposed to particulate concentrations above internationally accepted levels. Reducing concentrations to the level of the standard could avoid on the order of 10,000 to 13,000 premature deaths (more than 2% of total deaths per annum), as well as well a host of illness related problems. Several billion dollars in direct cost savings each year might be realized for the affected populations. Including indirect as well as direct losses of economic well-being from air pollution raises the potential benefit substantially. Such figures could justify significant investments in pollution control as a form of public health protection.

Although private financing grew briskly during the 1990s, it represents only a small share of all infrastructure investment in the region (between 12 and 18 percent). This monograph draws on experience in a number of countries in East Asia, as well as Australia, Chile, and India, to analyze the impediments to and prospects for private financing of infrastructure. The chapters discuss the choices available to policymakers and the strategies that governments have followed. An overview chapter describes recent trends in international financing of infrastructure projects in the region, discusses the key policy and institutional impediments to greater private participation, and assesses the role of domestic capital markets and finance. It also outlines a national and regional strategy for stimulating private investment in infrastructure. The case studies from countries outside East Asia illustrate the payoffs of increased integration and concerted moves toward private provision of infrastructure.

According to the World Health Organization (WHO), it is responsible for 300,000 deaths every year in the Americas, and 9 in every 10 people are breathing polluted air at this very moment. The air pollutants that are most harmful to human and environmental health are coarse particulate matter (PM10) and fine particulate matter (PM2.5), nitrogen dioxide (NO2) and sulfur dioxide (SO2). The concentrations of these pollutants in city air are then determined by the environmental conditions prevailing in each case. As multiple factors are in play, it is impossible to attribute any reduction in concentrations exclusively to the activity restrictions and quarantines imposed to deal with the current COVID-19 pandemic.The measures adopted by the region's national or local governments to limit the spread of the COVID-19 pandemic include quarantines, lockdown orders and the reduction or cessation of economic activities, which have impacted production levels and human mobility. As there is also anecdotal evidence that air quality has improved, this document presents the results of a statistical investigation into the concentrations of these three key pollutants in selected cities3 of the region that are home to about 14% of Latin America's urban population: Bogotá, Lima, Mexico City, Monterrey (Mexico), Quito, Santiago and São Paulo (Brazil) to determine whether the measures deployed have in fact contributed to better air quality.
