Book excerpt: When I received the request to update my 1978 foreword to this book, I thought it might be useful to give my perspective of some aspects on the employment of airpower in the Persian Gulf War, the Air War over Serbia (Operation Allied Force), and the war in Afghanistan (Operation Enduring Freedom). It is not my intent to analyze air operations in these wars but to see if there are trends that might be appropriate for another war. I was particularly interested in the application of established airpower doctrine since I was deeply involved with it throughout my career. The Gulf War, in many respects, had many features of World War II. The first requirement in World War II was to gain and maintain air superiority to have freedom of action to carry out the destruction of Germany's ability to wage war and to create the most favorable conditions for the invasion of Europe (Operation Overlord). It was mandatory to establish air superiority so that the German air force wouldn't be able to attack the highly vulnerable landing force and the subsequent breakout. A vigorous interdiction campaign was initiated 60 days prior to the invasion to seal off the landing areas. Just prior to the assault, all airpower was turned to direct support of the landing force. As history records, air superiority was established and maintained; the area was successfully sealed off from German forces trying to get at the landing force; and all Allied airpower was directed to close air support until the main force had landed and operations were underway to engage the main forces of the Germans. It is of special interest that the German air force was able to fly only a few sorties, and those had no significant effect.

Book excerpt: This excellent report examines several important airpower factors to include familiarity with the nature and geography of the conflict; parity with the adversary, especially in terms of air superiority; command and control of air assets, especially in interdiction and close air support missions; and the confluence of airpower weapons with doctrine and training.Colonel Purdham filters these airpower factors through three conflicts of the last half-century--Korean War, Vietnam War, and Operation Desert Storm--looking as much as possible at the early air operational stages of the conflict. He concludes that Professor Howard's construct has some validity, but the real world offers alternative conclusions. The reasons the military doctrine seems out of alignment in the early stages of conflict is not because of poorly developed doctrine, but rather quick changes made in national strategy that cannot be perfectly anticipated in doctrinal writing and conferred in training regimes. Ultimately, the greatest lesson seems to be that airpower leadership and doctrinal focus need to have the flexibility to adapt to changing national direction. It helps immensely that our air forces go to war well trained in the way they will fight. The effectiveness of Desert Storm validates this concept. Perhaps the lessons of Operation Iraqi Freedom provide even greater proof.

Through its unrelenting efforts in those dark days of the summer of 1950, U.S. and other U.N. ground forces were able to retain a foothold on the peninsula. During the three years of fighting that followed, defeat or victory often depended upon the successful accomplishment by the United States Far East Air Forces of the tasks laid upon them. “As yet completely unresolved are the roles land and sea forces must play and their relationship to airpower in the full exploitation of its destructive potential; but an understanding of those factors is vital to a proper assessment of the role of air forces in the Korean War. “Korea was a limited war in every sense of the word. There were economic restraints against the expenditures of precious resources which might weaken the U.S. worldwide stand against Communist aggression. There were political restraints against the use of certain weapons and forces. Fighting was limited to the confines of North Korea which precluded attacks upon the sources of enemy war-making materiels. Within North Korea itself: there were psychological restraints imposed upon the weapons used; moral restraints prohibited attacks for several years against lucrative target systems. In analyzing any aspect of Korea, it is important to remember that airpower was never charged with winning the war—nor were the ground forces after truce talks began. “This book is not intended as a comprehensive analysis of each facet of the air war. Neither is it an inclusive chronology of events. Its purpose certainly is not to question U.S. policy or to detract from the stature of any service which fought so valiantly in Korea. Rather, it examines certain individual facets of the air war to further a better understanding of airpower.
