Book excerpt: For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.

Released without the concurrence of the Army Ground Forces, FM 100-20 was a distillation of previous doctrine and lessons learned in combat in Northwest Africa during 1942-43. The study demonstrates that all but a few of the essential elements of sound airpower doctrine existed prior to FM 100-20's release. However, certain doctrinal flaws in the earlier manuals coupled with the failure of air and ground commanders to adhere to the most current doctrine available contributed substantially to the initial difficulties experienced in Northwest Africa. Citing contemporary primary source evidence, the study shows that thoughtful combat commanders recognized these failures and moved to correct them prior to the Battle of Kasserine Pass. FM 100-20 was written following the Axis surrender in Northwest Africa and was based on the recommendations of the combat commanders who fought there. The study concludes that it incorporated the valid portions and corrected the flaws of the preceding doctrine and was not merely a subterfuge to further the goal of Air Force "self-determination ... under the guise of lessons learned in battle at Kasserine."

He coordinated allied strategy in 1940–41, helped create an Anglo-American bomber alliance in 1942, and drafted the compromise at the Casablanca Conference that broke a deadlock in Anglo-American strategic debate. Slessor was instrumental in defeating the U-boat menace as RAF Coastal Commander, and later shared responsibility for directing Allied air operations in the Mediterranean. Few aspects of the allied air effort escaped his influence: pilot training, aircraft procurement, and dissemination of operational intelligence and information all depended to a degree on Slessor. His influence on Anglo-American operational planning paved the way for a level of cooperation and combined action never before undertaken by the military forces of two great nations.

Book excerpt: The lack of an organized surrender in OIF and the resulting failure to achieve a clean transition from phase III to phase IV developed into an ugly extension of lower intensity combat operations with little chance of finding a "decisive engagement" or "center of gravity" that could end the conflict. This condition is neither unique in history nor should it have surprised us as it did. But given OIF today, it is apparent that many of the very strengths of the USAF in phase III engagements are militating against success in phase IV (and other non-major combat environments). Air Force doctrine, training and equipment, from Douhet to OIF, have conditioned Airmen to think in measurable and technologically precise "engineering" solutions-- nodal analysis, 5-rings campaign constructs, JMEMS-style weaponeering-- i.e., what size JDAM do we put on that target? However, "small war," as in OIF today, is rarely measurable in engineering terms and never precise. Further, priorities can change in the flash of a single headline.
