Book excerpt: The Clean Air Act established a pair of programsâ€"known as New Source Review (NSR)â€"that regulate large stationary sources of air pollution, such as factories and electricity-generating facilities. Congress then asked the National Research Council to estimate the effects of NSR rule changes made in 2002 and 2003 in terms of the effects on emissions and human health, and changes in operating efficiency (including energy efficiency), pollution prevention, and pollution-control activities. New Source Review for Stationary Sources of Air Pollution provides insights into the potential effects of the rule changes on national emissions from the electric power industry. Although this book focuses on the 2002 and 2003 rules, its analytic framework applies to other possible changes in NSR and to other regulatory contexts. Helpful, in that it outlines the data-collection efforts needed to assess the impact of the NSR rules, the book recommends EPA and other government agencies undertake and sustain the recommended methods.

Recognizing the value of knowledge generated by environmental research and the ingenuity within academic and nonprofit institutions, the US Environmental Protection Agency (EPA) created a program known as Science to Achieve Results, or STAR, in 1995. STAR is EPA's primary competitive extramural grants program. A Review of the Environmental Protection Agency's Science to Achieve Results Research Program assesses the program's scientific merit, public benefits, and overall contributions in the context of other relevant research and recommends ways to enhance those aspects of the program. This report also considers the conclusions and recommendations of a prior National Research Council review of the STAR program (2003), the STAR program's research priorities in light of the nation's environmental challenges, and the effects of recent STAR funding trends on obtaining scientific information needed to protect public health and the environment.

At the start of the 21st century, acid rain is subject to planned improvement in Europe and North America, but is still a growing problem in Asia. Tropospheric ozone is understood much better, but the problem is still with us, and desirable levels are difficult to achieve over continental Europe. The heterogeneous chemistry that is responsible for ozone depletion in the stratosphere is now reasonably clear, but there is on-going interest in the sources and sinks of CFC (chlorofluorocarbon) replacements in the troposphere. There is also increasing interest in indoor air quality, and the origin and health implications of atmospheric particles. Perhaps most important on a global perspective, intensive research has not yet determined the relationship between greenhouse gases, aerosols and surface temperature. The climactic implications of these are now more urgent than ever.This book, the first in the Developments in Environmental Science series, consists of a collection of authoritative reviews and essays on the science and application of air pollution research at the start of this new century.
