Book excerpt: "Intelligence, surveillance, and reconnaissance (ISR) systems have proven critical to the combatant commanders to plan and execute military operations in Iraq and Afghanistan by providing them timely and accurate information on adversaries’ capabilities and vulnerabilities. The continued success of ISR systems in providing commanders at all levels dynamic intelligence for dynamic conflicts has fueled growing demand for more ISR support. Additionally, this operational demand had far outpaced published guidance for ISR manning and organization, leaving critical gaps in organizational development and inhibiting fusion of capabilities. This research answered the question: “How will a combined weapons and tactics shop facilitate integration of remotely piloted aircraft, distributed common ground system, and targeting missions? The problem/solution framework with the input from an ISR focus group was used to analyze current published guidance for manpower and organization of ISR and each mission’s unique structure. Additionally, the weapons and tactics program was examined as a method of integration. The research and the valuable input from the focus group determined that although a combined weapons and tactics shop would provide a means of integration, analysis revealed that communications (systems) and training would prove to be better choice to initiate integration of unique ISR systems and operations."--Abstract.

Excerpt: The United States Air Force's 101st Intelligence Squadron (101 IS), Massachusetts Air National Guard, is an intelligence unit assigned to the 102nd Intelligence Wing and located at Otis Air National Guard Base, Massachusetts. From its creation in 1921 to its mission change in 2008, the 101st was the mainstay of aerospace defence for the Northeastern United States. The 101st was deployed during the Berlin Crisis to France and was also deployed to Panama during Operation Coronet Nighthawk. It also participated in Operation Northern Watch. During the September 11 attacks, the 101st was the first Air Force unit to send aircraft toward New York City, but they arrived too late to help stop the attacks. Base downsizing through the Base Realignment and Closure (BRAC) process removed the wing's F-15C Eagles beginning in 2007, leaving the 101st with an intelligence gathering mission that will be fully active starting in 2010. Book excerpt: This study uses nontraditional intelligence, surveillance, and reconnaissance (NTISR), now known in tactics, techniques, and procedures as operations reconnaissance, as a case study to increase combat capability across multiple weapon systems within the Air Force. NTISR demonstrates how one capability can flex to bridge gaps across several doctrinal functions and mission sets. It also provides an argument for the development of future technologies within extant fiscal constraints, revealing a requirement to shift the acquisition weight of effort away from traditional niche assets to those that support true multirole capabilities.NTISR is priority number six on the Secretary of the Air Force's (SECAF) ISR review task list. The task list addresses the potential for tactical NTISR capabilities by each platform and includes other possibilities including capabilities not currently in production. While the office of primary responsibility (OPR) is Air Combat Command (ACC), this task supports several other major Air Force commands. The lead agency tasked to develop the NTISR road map is AF/A2 (USAF Deputy Chief of Staff for Intelligence, Surveillance, and Reconnaissance), not AF/A3/5 (USAF Deputy Chief of Staff for Operations, Plans, and Requirements)-- or a combination of the two. Their challenge is to develop a road map that includes potential platform and sensor mixes, requirements for communication pathways, personnel training requirements, and a concept of operations (CONOPS) development. This enormous undertaking is of paramount importance if the Air Force is to truly fulfill its goal of becoming a more agile and responsive force, especially in these fiscally constrained times.Although NTISR is not a new concept to military operations, it formally evolved to fill an operational gap between the available and required ISR capability to hunt SCUDs in Operation Iraqi Freedom (OIF). Because of the low-density/high-demand (LD/HD) nature of traditional ISR platforms, ad hoc means were implemented to provide a gap-fill capability. Various sensors on different aircraft were employed to hunt the mobile SCUDs, from electrooptical/infrared (EO/IR) targeting pods on fighter aircraft to ground moving target indicator (GMTI) and synthetic aperture radar (SAR) systems on the F-15E and B-1 bomber. SCUD hunting was a difficult mission and one that had limited success, but it did prove that traditional niche air assets could successfully flex to support NTISR roles.

Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.
