Air Force Software Sustainment and Maintenance of Weapons Systems evaluates the current state of software sustainment within the U.S. Air Force and recommends changes to the software sustainment enterprise. This report assesses how software that is embedded within weapon platforms is currently sustained within the U.S. Air Force; identifies the unique requirements of software sustainment; develops and recommends a software sustainment work breakdown structure; and identifies the necessary personnel skill sets and core competencies for software sustainment.

At the request of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Weapons Systems Sustainment Planning Early in the Development Life Cycle identifies at what point or phase of the development of a weapons system sustainment planning should be integrated into the program; examines and provides recommendations regarding how sustainment planning should be evaluated throughout the development process; investigates and describes the current challenges with sustainment planning and determines what changes have occurred throughout the acquisition process that may have eroded sustainment planning; and identifies opportunities for acquisitions offices to gain greater access to sustainment expertise.

In addition, the maintenance of these systems can be expensive, adding to the overall life cycle cost of the systems. Proper design of the new systems can lessen the maintenance costs. However, more and more, weapon systems are not just a product of hardware engineering. Computer systems and software help to run the systems more efficiently and make it easier for humans to control the sophisticated hardware. The Air Force Systems Command is currently the main procurer of new weapons systems for the Air Force. In particular, the Aeronautical Systems Division (ASD) buys aircraft and aircraft systems for the Air Force. Currently, ASD has a pool of engineers for program offices to draw upon whenever hardware technical expertise is needed, but the pool of software experts is very small. Do the majority of the program offices need such a pool of software experts, and if they do, what type of educational and work experience should these people have? To answer this question, the views of people who are in the program offices were collected. Program managers and software personnel were asked to give their views on education, training, and work experience.

This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

This master's thesis profiles Air Force software maintenance activities and provides recommendations for improving management and programming efforts. The software maintenance activities of thirteen Air Force weapon systems were investigated through structured interviews of key management and programmer personnel. Analysis of interview responses resulted in the identification of four factors which effect the level of maintenance effort: system age, personnel experience, documentation and code quality, and level of user enhancements. Interview responses also identified three major management policy issues which cause the Air Force to make excess resource commitments to software maintenance functions: Personnel experience, Software development and life cycle planning, and Software development and maintenance standards. Management policy recommendations were developed to reduce the impact of these conditions on Air Force weapon system software maintenance activities.

The Air Force must ensure weapons systems are operationally available to the maximum extent possible regardless of the logistics product support strategy implemented because availability increases timely response to peace time operations, mobilizations and national defense contingencies. However, weapons availability sometimes suffers after transitioning from contract logistics support to organic support. This usually occurs because weapon systems normally transition from contract logistics to organic support later in their life cycle, where supportability issues normally appear. This research project utilized the problem/solution framework to identify key actions program managers must take before transitioning workload from contract logistics support to organic support to prevent any delays in sustainment to maintain weapon system availability to the Warfighter. This research highlights a few key actions Program Mangers, Product Support Managers and or Logistics personnel could take to improve depot activations and organic maintenance capabilities. For example, improving the use of DSOR II and CCaRS processes to better manage timely activation; improving the funding disconnects between CCaRS and other systems; and finding more efficient ways for program managers and support staff use of time. By taking these actions the Program Office will be in a better position to meet all statutory laws and maintain or maybe even increase weapons systems availability to the warfighter."--Abstract.

Life cycle management is required. b. Organic support is a positive and necessary approach. c. Substantial benefits can be realized from standardization. d. Close coordination among software developers, maintainers, and users is essential. e. Hardware and software must be addressed jointly. f. Software security threats are very real, as demonstrated by the constant barrage of Internet viruses, worms, Trojans, and hackers seeking to exploit the latest vulnerability. Most organizations focus their resources on reactive defenses such as firewalls, antivirus software, and encryption, however as demonstrated by the numerous attacks that are successful, those post facto measures are not enough to stop the bleeding. The DoD defines software assurance (SwA) as the "level of confidence that software functions as intended and is free of vulnerabilities, either intentionally or unintentionally designed or inserted as part of the software." SwA focuses on baking in security versus bolting it on afterwards. The Department of Homeland Security and DoD each have had SwA programs for a few years; however the Air Force (AF) just recently formed the Application Software Assurance Center of Excellence at Maxwell AFB-Gunter Annex, AL. This research seeks to identify common issues that present challenges to the development of secure software and best practices that the AF could adopt as it proactively begins to heal the SwA problem.
