Book excerpt: AGMC was closed as a result of a 1993 decision of the Base Realignment and Closure (BRAC) Commission. In recommending the closure of the Newark Air Force Base/AGMC, the Commission noted that the workload could be privatized or moved to other depot maintenance activities. The BRAC recommendation states the Aerospace Guidance and Metrology center (AGMC) depot will be closed; some workload will move to other depot maintenance activities including the private sector. After the BRAC recommendation to close AGMC was finalized, (1) the Air Force moved a small portion of AGMC's Air Force workload to other Air Force depots, (2) the Navy moved most of its AGMC workload to other sites, and (3) the Army moved all of its AGMC workload to other sites. The Air Force decided to privatize in place the remaining AGMC workloads. At the time it made this decision, the Air Force relied on an analysis that estimated privatizing would save about $5 million in 1997. However, the preaward analysis was not documented and Air Force officials do not know the basis for the costs included. Consequently, the Air Force was not able to reconcile its current interim study to its precontract award analysis.

Book excerpt: The Department of Defense (DOD) spends about $8 billion annually to provide housing for military members and their families either by paying cash allowances for members to live in private sector housing or by assigning members to military-owned or -leased quarters. Over the past several years, DOD has expressed concern over the poor quality of the military housing inventory and the need for renovations and improvements to bring the housing up to contemporary standards. To improve housing faster and more economically than could be achieved if only traditional military construction appropriations were used, the Congress approved DOD's request for a new initiative, known as the Military Housing Privatization initiative, that allows and encourages private sector financing, ownership, operation, and maintenance of military housing. Under the initiative, DOD can provide direct loans, loan guarantees, and other incentives to encourage private developers to construct and operate housing either on or off military installations. Because it represents a new approach to improving military housing, GAO reviewed the implementation of the new initiative to (1) measure progress to date, (2) assess issues associated with privatizing military housing, and (3) determine whether the new initiative is being integrated with other elements of DOD's housing program.

Book excerpt: The majority of the Air Force s stateside utility systems are old, obsolete, and unreliable. The cost to upgrade and repair these systems is currently estimated at over $4 billion. In response, the Air Force began efforts to convey ownership of these utility systems to the private sector through privatization efforts. However, privatization critics believe that newly privatized entities of government will cost the public more money and provide a lower level of service. Therefore, independent audits are a necessity to ensure government initiatives, meet their intended goals. However, the Air Force currently lacks an effective auditing tool to ensure the efficiency and lower cost associated with utility privatization are balanced with the desired increases in quality, reliability, and responsiveness of its utility systems. The Value-Focused Thinking methodology was used to create a multi-objective decision analysis model to determine the effectiveness of Air Force utility privatization efforts by evaluating the performance of privatized utility systems. Consisting of 28 bottom tier values and 47 measures, the model captures the majority of the Air Force s objectives and concerns regarding its privatized utility systems. Using notational data, the utility systems at eight simulated Air Force installations were evaluated and rank ordered to validate the model. Sensitivity analysis was also performed to provide further insight into the decision making process. The results of this research prove that the model can be an effective decision analysis tool that provides the Air Force insight on the performance of its privatized utility systems.
