Book Air Force Manpower Requirements Determination An Analysis of Worker Nonavailability

Download or read book Air Force Manpower Requirements Determination An Analysis of Worker Nonavailability written by and published by . This book was released on 1974 with total page 133 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of the thesis was to assess the use of constant nonavailable time estimates in the determination of Air Force manpower standards. Analysis of data from several sources revealed significant differences in the amount of time personnel in the various pay grades (military and civilian) were available for primary duty. The effect upon manpower standards caused by the use of erroneous availability estimates is simulated through the application of various estimates to a work center. The authors recommend the incorporation of availability estimates in work sampling studies.

Book Attitudes Aptitudes and Aspirations of American Youth

Download or read book Attitudes Aptitudes and Aspirations of American Youth written by National Research Council and published by National Academies Press. This book was released on 2003-02-01 with total page 343 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recruiting an all-volunteer military is a formidable task. To successfully enlist one eligible recruit, the Army must contact approximately 120 young people. The National Research Council explores the various factors that will determine whether the military can realistically expect to recruit an adequate fighting force-one that will meet its upcoming needs. It also assesses the military's expected manpower needs and projects the numbers of youth who are likely to be available over the next 20 years to meet these needs. With clearly written text and useful graphics, Attitudes, Aptitudes, and Aspirations of American Youth offers an overview of important issues for military recruiters, touching on a number of important topics including: sex and race, education and aptitude, physical and moral attributes, and military life and working conditions. In addition, the book looks at how a potential recruit would approach the decision to enlist, considering personal, family, and social values, and the options for other employment or college. Building on the need to increase young Americans' "propensity to enlist," this book offers useful recommendations for increasing educational opportunities while in the service and for developing advertising strategies that include concepts of patriotism and duty to country. Of primary value to military policymakers, recruitment officers, and analysts, Attitudes, Aptitudes, and Aspirations of American Youth will also interest social scientists and policy makers interested in youth trends.

Download or read book Fiscally Informed Total Force Manpower written by Harry J. Thie and published by Rand Corporation. This book was released on 2008-05-02 with total page 105 pages. Available in PDF, EPUB and Kindle. Book excerpt: Presents the results of a short-term review of 27 publicly available manpower studies to discover methods that other organizations could use to make "fiscally informed" manpower decisions. The studies exhibit varying methods for determining manpower requirements; however, the method used may not be as important as other attributes, such as the direct involvement of a senior decisionmaker.

Book Non availability of Military Manpower

Download or read book Non availability of Military Manpower written by Zahava D. Doering and published by . This book was released on 1979 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: Non-available time (NAT) is defined as that time military personnel are diverted from their occupational duties. NAT is an important parameter of the military manpower requirement determination process, yet the Services define and measure NAT differently. Although the Air Force has the most detailed approach along with the most current data base for estimating NAT, the Air Force methodology may not be the most appropriate for DoD-wide application. OASD(MRA & L) must resolve certain issues before defining a NAT policy. A Task Force is recommended to coordinate DoD-wide actions. (Author).

Book Setting Requirements for Maintenance Manpower in the U S Air Force

Download or read book Setting Requirements for Maintenance Manpower in the U S Air Force written by Carl Johan Dahlman and published by Rand Corporation. This book was released on 2002 with total page 197 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, the United States Air Force has faced a variety of unforeseen challenges. On the one hand, a significant portion of the force has been engaged in a range of contingency as well as peacekeeping operations. On the other hand, a once-robust economy led many to leave the force in unexpected numbers during the 1990s. The result has been a mismatch between Air Force taskings and available personnel. This report outlines the findings of a study whose objective was twofold: first, to review the methodology that the Air Force uses to determine active-duty enlisted manpower requirements in aircraft maintenance; and second, to investigate whether these requirements and their resulting authorizations have been underestimated. Toward this goal, the study assesses the Logistics Composite Model (LCOM), a statistical simulation model that the Air Force uses to gauge direct maintenance man-hours, as well as the AirForce-wide regulations that establish ceilings on available hours. The report concludes that maintenance manpower requirements are in fact underestimated in the Air Force, largely because the service's manpower processes do not adequately account for all the tasks that maintainers in the field must undertake. Accordingly, the report recommends that Air Force policies and analytical tools be reexamined and appropriately refined to better reflect maintenance manpower needs.

This book was released on 2006 with total page 103 pages. Available in PDF, EPUB and Kindle. Book excerpt: Air Force units have found differences between authorized and actual numbers of personnel, partly because of deployments. Using historical and other data and interviews, the authors assessed the wing-level effects of these disparities including skill levels and personnel tempo. The recommendations include improvements in manpower bookkeeping and requirement determination, use of dynamic simulation models, and implementation of suitable metrics.

Book Policy and Methodology to Incorporate Wartime Plans Into Total U S Air Force Manpower Requirements

Download or read book Policy and Methodology to Incorporate Wartime Plans Into Total U S Air Force Manpower Requirements written by and published by . This book was released on 2004 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: Manpower is a major component of the Air Force's capability to meet its designated wartime and peacetime missions. However, manpower requirements also are a major driver of costs in the Air Force budget. Periodically, the Air Force goes through an internal process that arrives at revised estimates of its manpower needs. The Total Force Assessment (TFA) carried out from 1999 to 2001 is the latest exercise to examine the wartime and peacetime demands for Air Force capability and to estimate overall manpower requirements. In 2000, Air Force Manpower and Organization (AF/XPM) asked the RAND Corporation to participate in the TFA. Robert Corsi, the deputy director at the time, emphasized the need for RAND to provide an independent assessment of the TFA process (later called TFA Phase I TFA-I) and its results, in addition to challenging assumptions while participating in the TFA. More recently, with the increased interest in sizing requirements for scenarios short of two major theater wars (MTWs), Brigadier General Joseph Stein, while at AF/XPM, asked RAND to provide a requirements-estimating methodology that would accommodate scenarios not previously used in requirements determination; this work would be part of a TFA Phase II (TFA-II). This report, which documents the information briefed to Colonel William Bennett, AF/XPMR, in October 2001, serves as a response to both of these Air Force requests. This report describes the new methodology that RAND proposed, which also uses some concepts that were part of the Air Force's TFA-I methods. The authors show how various Air Force policies and other alternatives affect requirements. Using Air Force data, the report also contrasts its requirements results for two MTW scenarios with those TFA-I provided the Air Force. They also considered the Aerospace Expeditionary Force (AEF) environment to check the suitability of requirements for meeting the AEF's needs during peacetime to participate in small scale contingencies.
