Shortened acquisition timelines, reduced budgets and increased contractor test responsibilities intensified several issues. These issues are test planning and execution capabilities, joint contractor and government test efficiency, and both government and industry test experience levels. Today's DT & E methods are insufficient to successfully overcome increased system complexity, decreased test budgets, and reduced manpower challenges of the future. To meet these challenges, this project presents six test recommendations which enhance DT & E contributions to the acquisition process. The six recommendations are: (1) Develop a single commercial industry standard governing military aviation testing. (2) Emphasize greater simulation configuration control and technological simulation advances, with software test and avionics integration simulation the highest priorities. (3) Refine the Integrated Test Team Concept to combine contractor, development, and operational test requirements in addition to innovative test program teaming. (4) Streamline development and operational test data requirements and allow contractor and development test personnel to supplement operational test teams. (5) Automate test planning and execution functions to reduce manpower investments. (6) Modify the Federal Aviation Administration Designated Engineering Representative concept to increase contractor test autonomy.

This directive establishes policies for the T&E process and infrastructure. The Air Force (T&E) process will: Through Developmental Test and Evaluation (DT&E), Qualification Test and Evaluation (QT&E), including Contractor Testing (CT), demonstrate systems feasibility, confirm engineering design and development are complete, minimize design risks, and ensure systems perform as required in their intended environments. DT&E and QT&E results support weapon system life cycle decisions and certification of the system as ready for dedicated Air Force Initial Operational Test and Evaluation (IOT&E).

"Pete" Adolph retired as Director of Test and Evaluation in the Office of the Under Secretary of Defense (Acquisition and Technology) on 31 January 1994. This completed more than 30 years of federal service almost all of it within the challenging field of test and evaluation (T & E). Pete-as he was widely known throughout the Department of Defense testing community- enjoyed a remarkable career. It began in the late 1950s, as the heroic era of flight test in the first decade of the jet age was drawing to a close. Pete then played an increasingly prominent role in the transformation of flight testing into a systematic discipline using the latest in information technology to evaluate sophisticated weapon systems. His government career culminated as a senior director at the Office of the Secretary of Defense (OSD). There, in the Pentagon. he brought his many years of engineering and management experience in the field to bear upon the formulation of policies for the acquisition and testing of weapon systems in the post-cold-war era. The text that follows began as a series of five oral history interviews conducted in the Office of the Air Force Historian between 29 July 1993 and 15 April 1994. Ms. Pauline Tubbs of the United States Air Force Historical Research Agency at Maxwell Air Force Base (AFB), Alabama, expertly transcribed these interviews from approximately eight hours of audio tape. Mr. Lawrence R. Benson, the Air Force Historian's Assistant for Field Programs (and previously the Director of Research Services at the Air Force Operational Test and Evaluation Center), organized, revised, and edited the transcript adding explanatory material in brackets or footnotes as appropriate. Mr. Adolph was accompanied at most of the interviews by Mr. Douglas Nation of the 46th Test Wing at Eglin AFB, Florida, who was on a special assignment to the OSD T & E Directorate.

The largest single technical change, the need to evaluate software-intensive systems, resulted from advances in computer technology. Test management concepts have changed as well. These changes were driven in part by technology and in part by a need for the Air Force to become more involved early in the test process. Today's avionics systems present both a quantum leap in capability and a quantum jump in test requirements. With workload growing both in magnitude and complexity, the challenge is to meet the increased demands cost-effectively and safely. For software-intensive systems, a ground-based simulation dedicated to the support of the flight test program is essential. This paper summarizes today's methods of operation which are geared to minimizing development time and costs. The focus of this process is on productivity--doing the right testing in the proper sequence in the most efficient and safest possible manner.

Success of the test program is greatly increased with a standardized and structured T & E process based on a scientific approach. The Armament/Munitions T & E Process is applicable through all phases of the acquisition process; concept exploration/definition through operations and support. This process will provide a T & E audit trail through the acquisition process in addition to early identification of test asset requirements. This manual implements AFI 99-103, Air Force Test and Evaluation Process, for Armament/Munitions Test and Evaluation. It provides a methodology for use by program managers, test managers, test engineers, test organization personnel, major command headquarters staff, and others regardless of command level, involved in Armament/Munitions Test and Evaluation. Non-use of the process described in this manual shall be by exception only and requires written approval by the Director, Test and Evaluation, Headquarter United States Air Force (HQ USAF/TE).

This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Book excerpt: "The United States Air Force test and evaluation enterprise is increasingly unable to meet test requirements of the acquisition system. The increase in test requirements coupled with limited test sortie generation capability results in increases to a program’s schedule and cost. The enterprise is only equipped to make changes to test planning and conduct to curtail the disparity between demand and test capacity. This paper recommends three changes to the test enterprise to facilitate changes that will adapt to the mission of today and challenges of tomorrow. First, the test community should adapt a more flexible test methodology; facilitating greater agility. Hybrid Assessment Technique (HAT) increases the agility of the test and evaluation enterprise by combining the strengths of Design of Experiments with subjective assessment. The HAT methodology will provide needed speed and flexibility to tailor test plans as data is collected and analyzed. Active use of HAT would result in more effective and rapid testing and provide added capacity to better develop tests for emerging fifth-generation systems. Second, the test enterprise could also gain agility by placing a greater emphasis on integrating test efforts as directed by DoD and service guidance. Frontloading deliberate integrated planning for integrated testing by both operational and developmental test team members will pay larger dividends downstream. A fully-integrated test schedule would provide benefits to the acquisition schedule due to sharing and inclusion of all collected test data points and through testing in an operational environment. An inclusive effort will nominally begin following the determination of safety and stability by traditional developmental test activity. Integrating developmental and operational testing statistically increases the probability of early discovery of issues; increases the effectiveness of the test effort. Third, the test and evaluation enterprise would reap benefits through a wholesale reorganization. In its current instantiation, far too many fragmented and independent organizations, spanning multiple major commands and direct reporting units comprise the test and evaluation enterprise. The fragmentation impedes collaboration and integration due to bureaucratic differences. These differences are difficult to overcome due to a lack of unity of command. Both the United States Navy and Army test and evaluation enterprises consist of far more centralized command structure when compared to that of the Air Force."--Abstract.

In accord with its objectives, the handbook was prepared to serve as a supplement to Air Force Manual 55-43, 'Management of Operational Test and Evaluation', by providing those specific additional evaluation concepts and techniques necessary for aircrew training device (ATD) test and evaluation. Volume I is concerned, first with describing both general and specific ATD OT/E planning and management considerations and links those events which occur early in the ATD acquisition process to later ATD OT/E planning and management activities. It defines the various evaluation concepts germane to understanding ATD OT/E, and describes the two major ATD OT/E activities--Initial/Qualification OT/E and Follow-on OT/E; matters of ATD value and worth to the Air Force. The acquisition and life cycle costs associated with modern ATDs make such concerns important.
