It is what we are all about and where we are headed. In charting the course for the future, the vision is the first step in Air Force planning. Air Force planning, from a broad perspective, encompasses two major elements: performance planning and future capabilities planning. Performance planning is aimed at enhancing the performance of near-term Mission Essential Tasks (METs). Performance planning "operationalizes" quality by establishing Air Force goals, aligning tasks to mission, and establishing performance priorities. Performance measures at the headquarters level assess how well we are accomplishing Headquarters Air Force METs in support of Air Force goals. MAJCOMs develop their own Performance Plans, which support the Air Force-level strategic plan, by identifying their own measurable tasks to focus on. Long-Range planning is aimed at developing the future capabilities the Air Force needs to achieve its vision. At the heart of future capabilities planning is the Air Force Modernization Planning Process (MPP), which takes the strategic direction and planning priorities from the Air Force senior leadership regarding capabilities development and prepares implementation plans to achieve that direction.

Book excerpt: The Air Force has several options for sustaining weapon systems and components but has, in recent years, increasingly chosen contractor logistics support (CLS) over organic support. Still, questions remain about costs and efficiency, even about whether CLS is the best option. The authors explored these by reviewing the relevant government and DoD documents and data and by speaking with various knowledgeable individuals. The authors noted that CLS contracts have often gone to original equipment manufacturers because, lacking the technical data, the Air Force could not choose a third party. They also noted that contracts that guarantee large annual sums limit the Air Force's ability to adjust when its own funding changes and that the reasons underpinning these decisions are not always complete or consistent across the service. Centralizing and standardizing data and the related management skills would help make them available across the Air Force. More important, to retain all its choices for logistics services throughout a system's life cycle, the Air Force should acquire the technical data or data rights near the start of the acquisition process.

The task objective was to develop and help implement a common Air Force planning framework based on the strategies-to-tasks (STT)framework. Within the Air Force, the resourcing requirements and recommended allocations are developed within the Major Commands (MAJCOMs), and the Headquarters Air Force uses the Corporate Structure and the Air Force Board of Directors to look across all Air Force requirements and set institutional priorities. The purpose of this research was to develop a common planning framework that could extend across the Air Force, allow the corporate Air Force to develop and adjudicate requirements and resourcing options, and link to the external environment. The Directorate specifically asked that the framework incorporate the Air Force vision and capture nonoperational demands, and that the STT methodology provide the foundation for the framework.
