China's fighter aircraft capabilities have surpassed those of Taiwan in the air. Furthermore, China now has the capability to destroy all of Taiwan's aircraft at their bases. Thus, Taiwan needs to rethink how it can accomplish its air defense goals. Fighter aircraft are not the only element of Taiwan's air defense; surface-to-air missiles are the other major element. This report analyzes how Taiwan might approach air defense, by downsizing and shifting its fighter aircraft force to focus on coercive scenarios, increasing its investment in surface-to-air missiles, and dedicating its surface-based air defense to becoming an enduring warfighting capability able to contribute throughout the duration of a sustained and effective defense of Taiwan. It describes the essential air defense problem posed by the People's Liberation Army, characterizes the current capabilities and level of funding that Taiwan invests in air defense, and then develop several alternative investment strategies. China considers it a renegade province and has not renounced its right to use force to resolve the dispute. Taiwan must therefore deter China’s aggression by convincing Chinese leaders that the costs using force against Taiwan will outweigh any possible benefits. In this monograph, a team of researchers from George Mason University and the University of Waterloo suggest a holistic strategy that Taiwan can use to enhance its conventional deterrence posture. Their conclusions are simple but radical: instead of organizing its defenses around a small inventory of conventional jets, ships and tanks, Taiwan should acquire large numbers of cheap, asymmetric weapons. It should also transform its massive reserve command into a territorial defense force trained to wage guerrilla warfare. By threatening to wage a never-ending war of denial against an invader, Taiwan can more credibly impact China’s cost-benefit calculus.

Book excerpt: China's recent military modernization has fundamentally altered Taiwan's security options. New Chinese submarines, advanced surface-to-air missiles, and, especially, short-range ballistic and land-attack cruise missiles have greatly reduced Taiwan's geographic advantage. Taipei can no longer expect to counter Chinese military strengths in a symmetrical manner, with Patriot interceptors, diesel submarines, surface warships, F-16 fighters, and P-3 maritime patrol aircraft. Taiwan must therefore rethink and redesign its defense strategy, emphasizing the asymmetrical advantage of being the defender, seeking to deny the People's Republic its strategic objectives rather than attempting to destroy its weapons systems. This would enable Taipei to deter more effectively Beijing's use of coercive force, would provide better means for Taiwan to resist Chinese attacks should deterrence fail, and would provide the United States additional time to determine whether intervening in a cross-strait conflict was in its own national interest. The strategy would also place the responsibility for Taiwan's defense squarely on its own military. Finally, it would restore the United States to unambiguous compliance with the Taiwan Relations Act. The People's Republic of China (PRC) has been increasingly explicit about its military modernization objectives. China's 2004 white paper on national defense stated that “the PLA[People's Liberation Army]will . . . enhance the development of its operational strength with priority given to the Navy, Air Force and Second Artillery Force, and strengthen its comprehensive deterrence and warfighting capabilities.” The introduction of new classes of advanced surface warships; the unveiling of new nuclear-powered submarines, tactical fighter aircraft, and short- and medium-range ballistic missiles with advanced warheads; and an antisatellite demonstration—all attest to the determined pursuit of these goals. Many analysts believe that China's near-term purposes are to deter Taiwan from declaring independence, to provide leverage by which to coerce a reunification with Taiwan if deterrence fails, and to inhibit or delay U.S. intervention in such a conflict. Chinese employment strategies for these new weapons systems and potential capabilities remain unknown, though statements from senior leaders provide important hints. For example, President Hu Jintao is said to have stated in August 2007 that China had five major military priorities relative to Taiwan: establishing military readiness, conducting demonstrative exercises, “imposing a blockade on the Taiwan Strait,” “carrying out combined firepower attacks,” and “[conducting a] cross-sea landing.” Guo Boxiong, vice chairman of the Central Military Commission, boasted in March 2008, “We have the resolve and capability to deal with a major 'Taiwan independence' incident at any time.” The likely use of force would encompass three components: long-range precision bombardment, invasion, and blockade. These attack mechanisms would also likely be conducted in close coordination, not independently. Taiwan faces the daunting challenge of how best to deny China the fulfillment of these objectives.

China's asymmetric niche in missile forces requires a determined effort to ensure the balance of power is not tipped to one side. Due to the military, social, and political change ongoing in the Peoples' Republic of China (PRC), the next crisis across the Taiwan Strait may be less stable than the last one in 1996. As long as the PRC is in a transitional state toward democracy, the propensity for conflict is greater than if the government was stable. This must be closely watched. USPACOM must lead the way in calling for missile defense systems for U.S. forces and for our allies. In the interim, the objective of deterrence must be achieved through credibility, communication, and coercion when it is necessary. This can only be accomplished by increasing the current level of Sino-U.S. military engagement. A sustained program of more bilateral exercises, military-to-military contacts at decreasing levels of seniority, and service school educational opportunities can be a positive approach to shaping the future of Sino-U.S. relations. By proving to the PRC that the United States is not a paper tiger, U.S. strength would serve as a credible deterrent to Chinese aggression across the Taiwan Strait. In this case, time is on the side of peace and stability in the Asia-Pacific region. The United States must be ready and able to provide that time.

The report was produced by the Center for the Study of Chinese Military Affairs (CSCMA) of the National Defense University. In the ongoing military buildup by the People's Republic of China, one of the crucial areas of concern is the force disparity between the PRC and Taiwan. The traditional technological edge that Taiwan's military air-power forces enjoyed over the mainland is a thing of the past. Where a decade ago, Taiwan's airmen flew aircraft that were at least one, and in some cases two, technological generations superior to those of the PRC, today they are already in a position of inferiority, with their aging F-16A/B, AIDC F-CK-1 Ching-Kuo, and Mirage 2000 fighters increasingly outclassed and outnumbered by newer PRC aircraft such as the Su-27, J-10, J-11, and Su-30 aircraft. Where a decade ago, Taiwan's airmen could operate with relative impunity over the Taiwan Strait, facing a limited-range surface-to-air missile threat built around derivatives of the then 40-year-old Khrushchev-era SA-2, today they face far more dangerous S-300 (SA-10/20) systems that deny access over the strait, and the prospect of the S-400 which, installed along the coast of the PRC, will reach across the strait and beyond Taiwan itself. Coupled with the PRC's introduction of precision air-to-surface munitions, air refueling, airborne early warning, large numbers of short- and medium-range ballistic missiles, land attack cruise missiles, and an increased emphasis on electronic and cyber warfare, the challenges facing Taiwan's air defenders have never been graver than at the present time. Significantly, because of the longstanding ties between the United States and Taiwan, any prospect of cross-strait conflict carries with it the implicit risk of igniting a broader and even more devastating conflict. Clearly, it is in the interest of all parties to ensure that the PRC-Taiwan relationship evolves in a peaceful, mutually beneficial fashion. Beijing's missile-centric strategy presents a number of challenges for regional stability. Barring the fielding of effective countermeasures, Chinese conventional aerospace power, specifically short- and medium-range ballistic and extended-range land attack cruise missiles, may over time give the PLA a decisive advantage in future conflicts around China's periphery. "If U.S. campaign plans postulate such unrealistic scenarios," the authors add, "they will likely be rejected by an American president and by the U.S. Congress." But, they observe, "the resulting U.S. paralysis would not be the result of presidential weakness or timidity. It might arise because the most powerful country in the world did not have credible options prepared for the most dangerous military crisis looming in front of it." Proposing "a realistic strategic objective for Taiwan, and the associated policy prescriptions, to sustain the political balance that has kept the peace for the last fifty years," the authors urge the Joe Biden administration to affirm that it is not trying to change Taiwan's status; work with its allies, especially Japan, to prepare new plans that could challenge Chinese military moves against Taiwan and help Taiwan defend itself, yet put the burden of widening a war on China; and visibly plan, beforehand, for the disruption and mobilization that could follow a wider war, but without assuming that such a war would or should escalate to the Chinese, Japanese, or American homelands. "The horrendous global consequences of a war between the United States and China, most likely over Taiwan, should preoccupy the Biden team, beginning with the president," the authors conclude.
