The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. Book excerpt: Since the attacks of September 11th, 2001 involving commercial aircraft used as missiles to attack critical assets located within the United States, the U.S. has worked diligently to enhance its military air defense posture. Air defense of critical U.S. assets and National Special Security Events (NSSE) have been enhanced by adding static and proposed deployable Ground Based Air Defense (GBAD) systems designed to provide a last line of defense from air attacks over U.S. soil. As the U.S. continues to enhance its air defense posture around critical assets and high priority events against terrorist attacks from the air, it is reasonable to assume that the terrorists may adjust their strategy for air attacks. It is therefore critical to examine new means and methods to provide GBAD in areas which may be determined to be less lucrative targets. In addition to the proposed alternate terrorist strategy, it is also reasonable to assume that increased security measures in the Transportation Security Administration (TSA) will deter the terrorists from attempting another hijacking event; thus forcing them to seek other means of attack. Cruise missiles (CM) are a cheap and effective means of causing limited destruction. Cruise missiles can be programmed to maneuver and operate at various altitudes and are small enough to be transported with little to no visibility. A cruise missile in the wrong hands could find its way to within miles of the U.S. borders and coastlines. If launched, a cruise missile could engage random targets throughout the U.S., such as malls or schools, and cause a major upset to our national security. Therefore, a defense system should be established which incorporates GBAD that is capable of engaging the CM threat with little to no notice, over the entire U.S. border and coastal regions.

According to the National Strategy for Aviation Security, issued in March 2007, and officials from U.S. intelligence agencies with whom we met, air attacks are still a threat to the United States and its people. To address this threat, NORAD and DOD have fully fueled, fully armed aircraft and trained personnel on alert 24 hours a day, 365 days a year, at 18 ASA sites across the United States. Of the 18 sites, 16 are maintained by Air National Guard (ANG) units and 2 are maintained by active duty Air Force units. If warranted, NORAD can increase personnel, aircraft, and the number of ASA sites based on changes in threat conditions. The Air Force provides NORAD with personnel and equipment, including F-15 and F-16 aircraft, for these operations. ASA units are tasked to conduct and train for both expeditionary missions (e.g., military operations in Iraq) and ASA operations. This testimony will discuss whether (1) NORAD routinely conducts risk assessments to determine the appropriate operational requirements; (2) the Air Force has implemented ASA operations as a steady-state mission, which would require programming funding and measuring readiness, in accordance with NORAD, DOD, and Air Force guidance; and (3) the Air Force has developed a plan to address the recapitalization challenges to sustaining ASA operations for the future."--Highlights.

Defenses for the homeland have largely focused on long-range ballistic threats, while cruise missile defense and other air defense efforts have focused on regional and force protection applications to the exclusion of the homeland. This compartmentalization assumes that battles in one place will only consist of certain parts of the threat spectrum, and battles elsewhere will consist only of others. That lingering dichotomy creates a vulnerability that near-peer adversaries now seek to exploit. In a sense, the homeland-regional dichotomy ignores the fact that North America is a region, too. As with any other region, attacks on assets in North America could be designed to shape the political and military calculus of U.S. policymakers. This report explores the strategic significance of air and missile defense for the homeland, considers principles informing defense design, and develops and costs an architecture based on those principles.
