Book excerpt: This paper examines current issues affecting the implementation of the historic 1984 Army and Air Force Joint Memorandum regarding the defense of air bases from ground attack. The availability of US Army military police forces for dedicated Air Base Ground Defense is explored, as is the promised transfer of spaces from the Air Force to the Army. The need for enhanced security police training for the air base ground defense mission is underlined, as are serious deficiencies in command and control of air base ground defense forces. Ambiguities in intelligence support for air base ground defense operations are highlighted, as are shortfalls in indirect fire support for these same operations. A series of recommendations for air base ground defense planning staffs are proposed as an agenda for the success for these programs in the 1990's.

Book excerpt: This work initially presents a brief historical perspective of air base ground defense (ABGD) in the United States Air Force (USAF) from its early beginnings in World War I (WWI), through the major conflicts of the twentieth century, to our present day capabilities. This perspective is to give the reader an appreciation of why we are where we are today. Efforts to create a viable ABGD system during and between wars waxed and waned along with the perceived threat and sense of urgency, thus affecting dedicated support, manpower, and funding. With this historical perspective as foundation, the author proposes several recommendations for where our current USAF ABGD program needs to go in order to move us through the next decade with a credible deterrent and defense against the perceived threat across the entire spectrum of warfare. The author has based his recommendations in part on his own experience in the ABGD role, specifically in the Pacific Theater. Not intended to be an all-encompassing 'fix-it' checklist, this work hits some of the key areas and provides food for thought toward enhancing our USAF ABGD capabilities. (AW).

Book excerpt: This thesis identifies air base ground defense issues which arose during US Air Force involvement in the Vietnam Conflict from November 1964 until January 1973. After identification of these air base ground defense issues, six active duty US Air Force Security Police Officers who served in Vietnam during the time period under consideration were contacted to verify the validity of the issues identified in this thesis. The validated issues were then used to analyze the current US Air Force air base ground defense doctrine to identify the degree to which these issues are recognized in the current doctrine. The results of the analysis of current US Air Force air base ground defense doctrine in light of the issues which arose during involvement in the Vietnam Conflict were that of the twenty-six issues identified, twenty are recognized in current air base ground defense doctrine and six are not recognized. Thus, historical linkages between past US Air Force air base ground defense experiences and current air base ground defense doctrine are established. Seven recommendations for further study are presented to further explore the implications of the results of this thesis. (author).

This monograph submits a solution intended to end the debate. In an effort to provide the most comprehensive answer possible, the method used to develop this monograph contains two key aspects. The first of these aspects is a historical study of the Air Force's air base ground defense dilemma. Included is a look at the US Army Air Forces' attempts to solve the problem in World War II. The initial history is followed by a study of the US Air Force's continuing efforts to solve the dilemma starting with a study of air base defense issues in Korea and continuing through the current Global War on Terrorism. The second key aspect is a historical case study of two Air Forces that faced similar issues. The first of these is the United Kingdom's Royal Air Force and the second is the German Luftwaffe of World War II. Each employed different methodologies and subsequently achieved different results. The results of the analysis contained in this monograph provide a clear answer. To finally solve the air base ground defense problem, the US Air Force will have to accept risk with regards to resource constraints in order to mitigate risk to expeditionary operations. Failure to embrace the capability necessary to engage and defeat threats to deployed airmen and resources in the future will have a direct impact on the US Air Force's ability to sustain global reach and global power in the Twenty-First Century.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.At issue is the fact that today's military planners have grown accustomed to American air superiority as a given in the current operating environment. Furthermore, the increasing sister-service reliance on joint fires places air power at a premium. These factors, together with a potential adversary's inability to compete with American airpower, highlight the increasing vulnerability of airpower assets while on the ground. As Italian Army General Giulio Douhet observed in 1921, "It is easier and more effective to destroy the enemy's aerial power by destroying his nests and eggs on the ground than to hunt his flying birds in the air." Subsequently, the need exists to solve the expeditionary base defense problem currently facing the USAF.
