Book excerpt: Because future adversaries are likely to look for alternative means to challenging the U.S. Air Force (USAF) in the air to counter U.S. airpower, a recent RAND study for the USAF investigated those means. As part of that study, this historical effort sought to better understand past, present, and future ground threats to air bases. In the course of the research, it became clear that attacks on air bases were much more frequent and successful than is commonly appreciated. For this reason, the history of these attacks is pertinent to future USAF operations. This report presents a comprehensive overview of ground attacks on air bases from the first known attacks in 1940 to the most recent in 1992. The objectives, tactics, and outcomes of those attacks are analyzed to identify lessons learned and their applications to future conflicts. In particular, this report identifies the attack techniques that proved most difficult to counter and offers some suggestions for improving air base defenses against them. The five primary conclusions of this study are as follows: The most common air base attack objective was to destroy aircraft; seventy-five percent of the 645 attacks used standoff weapons; standoff attacks have proved extremely difficult to counter; reliance on non-air force services for air base defense proved problematic for Britain's Royal Air Force (RAF) on Crete, the German Luftwaffe in North Africa, and the USAF in Vietnam; small forces using unsophisticated weapons have successfully destroyed or damaged over 2,000 aircraft.

It centers on the primary efforts of the United States Air Force and allied air units to defend 10 key air bases within the Republic of Vietnam. Bien Hoa, on 1 November 1964, was the first base to be attacked and until the cease-fire in January 1973, these bases suffered a total of 475 attacks. Although there were initial deficiencies in staff support for base defense in such key areas as intelligence, motor vehicles, weapons procurement and maintenance, communications, and civil engineering, significant improvements had been made by the end of the Air Force’s part in the war. The author, Lt. Col. Roger P. Fox, USAF (Ret.), wrote this volume while assigned to the Office of Air Force History. He brings judgments to his research based on his personal experience as a base security officer during the conflict. Thus, early on the morning of 4 December 1966, he rallied Air Force and South Vietnamese security forces to repel an enemy attempt to penetrate Tan Son Nhut Air Base, the center of Air Force operations in South Vietnam. For his gallantry in action on this occasion, he was awarded the Silver Star. This personal experience formed a foundation upon which he developed a keen insight into exploring the entire spectrum of air base defense, and upon which he has built a strong case for testing future plans and operations.

Many of today's security experts are predicting future attacks on military infrastructure to include stateside and forward-deployed air bases. Today's slightly diverse, yet consistent insurgent enemy, with attack methodologies mirroring those of Korea, Vietnam and Khobar Towers, remains a constant and formidable threat. As the Air Force moves forward with its newly implemented Integrated Base Defense doctrine, specific attention must be paid to improving upon the problem areas from the past. This thesis focuses on the specific problematic areas, and provides policy recommendations for force protection planners.

Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. Not only is there a growing consensus that China and Russia represent significant threats to U.S. interests, but there are also growing calls for actions to counter the threats. For the past several years, the RAND Corporation has analyzed cost-effective mitigations to air base attacks, including both Agile Combat Employment (ACE) and alternative solutions. ACE is a concept that would move the U.S. Air Force from operating out of a small number of very large, fixed airfields to a more-flexible posture of operating from a cluster of locations that would enable greater movement and agility. A successful ACE concept would both aid in combat power generation and protect aircraft for later use. Alternative solutions include active ballistic and cruise missile defense systems and many forms of passive defense, such as hardening, redundancy, deception, dispersal, and rapid repair capabilities. In this Perspective, the authors synthesize past RAND research on Chinese and Russian missile threats to U.S. overseas air bases and how the U.S. Air Force can cost-effectively counter these threats.

Book excerpt: While the projection of air power in contemporary warfare is among the most complex endeavors facing a military commander, few of the activities required to support and sustain air forces in battle have been explored in depth in historical literature. Even less studied has been the defense of air bases. Since the introduction of airplanes to warfare, it was obvious that bases must be kept functioning at peak efficiency to seize and maintain air superiority over an enemy as well as to carry out close air support and interdiction operations. A number of factors have been critical in actions involving air bases: advancing technology in aircraft and in defensive weapons, command and control systems, detection capabilities, evolving air power doctrine that predisposes air forces to specific courses of action, human endurance and morale, camouflage or concealment, dispersion, the ability to foresee and counter the strategy of a potential enemy, and in many cases pure chance that favors one side over the other. In response to a request by the Air Force Director of Plans, the Office of Air Force History undertook to condense into one volume the experiences of various nations' air forces in defending air bases against attacks from the air. Maj. John Kreis, an experienced air security officer who spent much of his career providing protection for U. S. Air Force bases, accomplished this task by adopting a case study approach that highlights the interplay of the factors affecting air base defense over half a century. In these pages he has presented examples of the earliest attempts to defend airfields and troops in World War I from aerial assault. He chronicles the development of radar and command organizations that influenced so heavily the Royal Air Force's performance in the Battle of Britain, the ability to marshal defenses and repair crews on the island of Malta, and evolving command arrangements in North Africa that made for success against a capable enemy whose own command arrangements were deficient. Cases were also chosen to investigate failures from which sound lessons could be drawn. Limited conflict in the cold war world has imposed its own logic on base defense and attacks on installations, and the examples of base destruction in the Middle East wars between 1948 and 1973 are also instructive. This volume has wide application in staff planning for developing base defensive emplacements, providing repair and support services, and training base personnel to react in a host of contingencies. For the Air Force gene ally, it offers new insights into matters not usually treated in doctrinal literature. The cases elaborated upon here will also have an appeal to a wider public audience interested in military aviation in all of its aspects.
