Book excerpt: As soon as US media and politicians became aware of AIDS in the early 1980s, fingers were pointed not only at the gay community but also at other countries and migrant communities, particularly Haitians, as responsible for spreading the virus. Evangelical leaders, public health officials, and the Reagan administration quickly capitalized on widespread fear of the new disease to call for quarantines, immigration bans, and deportations, scapegoating and blaming HIV-positive migrants--even as the rest of the world regarded the US as the primary exporter of the virus. In The Borders of AIDS, Karma Chávez demonstrates how such calls proliferated and how failure to impose a quarantine for HIV-positive citizens morphed into the successful enactment of a complete ban on the regularization of HIV-positive migrants--which lasted more than twenty years. News reports, congressional records, and AIDS activist archives reveal how queer groups and migrant communities built fragile coalitions to fight against the alienation of themselves and others, asserting their capacity for resistance and resiliency. Building on existing histories of HIV/AIDS, public health, citizenship, and immigration, Chávez establishes how politicians and public health officials treated different communities with HIV/AIDS and highlights the work these communities did to resist alienation.

Available in PDF, EPUB and Kindle. Book excerpt: In this thesis, I argue that "the AIDS body" faces a crisis of representation. Mainstream representations of the AIDS body work through discourses of sexism, homophobia, and racism to "other" the AIDS body and create arbitrary "borders." I discuss the inadequacies of many US feminist responses to AIDS: namely, their insistence on an oppositional framework that ultimately limited these responses. I suggest that Chicana feminisms offer a framework for action that might broaden the possibilities of feminist response to the AIDS crisis. This framework includes mestiza consciousness and "border"--Crossing. AIDS art is one place where the crisis of representation can be addressed and resolved. I undertake an analysis of AIDS art in the US to show that AIDS art can cross "borders" and cultivate mestiza consciousness in such a way as to resolve the crisis of representation faced by the AIDS body.

The purpose of this publication is to enhance the ability of such organizations to undertake twinning with organizations in other countries. Chapter 1 introduces the concept of twinning, its benefits, and forms of twinning, and lists several examples of past or current twinning projects. Chapter 2 discusses the conditions that should be present before an organization takes on a twinning project. It describes characteristics of successful twinning, explains the advantages of twinning being a two-way process, and identifies several challenges associated with twinning projects. Chapter 3 considers some of the cultural issues that can arise in international twinning projects, including those related to intercultural understanding, communications, North-South dynamics, and language. The last chapter explains how the organization can get involved in a twinning project. A step-by-step format is used to provide guidance for the exploration stage and the planning stage. This is followed by information to help the organization implement and evaluate twinning projects.

During the same period, nearly 25 million died of AIDS and more than 32 million were newly infected with HIV. In this book for students of political economy and public policy in Africa, as well as global health, Kim Yi Dionne tries to understand why AIDS interventions in Africa often fail. The fight against AIDS requires the coordination of multiple actors across borders and levels of governance in highly affected countries, and these actors can be the primary sources of the problem. Dionne observes misaligned priorities along the global chain of actors, and argues this misalignment can create multiple opportunities for failure. Analyzing foreign aid flows and public opinion polls, Dionne shows that while the international community highly prioritizes AIDS, ordinary Africans view AIDS as but one of the many problems they face daily.
