Book excerpt: Annotation European governments are inflicting ever-greater suffering on refugees and migrants, in a calculated but largely ineffective attempt to deter people seeking refuge and work. In "Open Borders," Teresa Hayter assesses the impact of the increasing severity of border controls since they were first introduced at the beginning of the twentieth century and makes the controversial case for their abolition. Hayter focuses on postwar immigration controls, especially the use of such controls against the peoples of former European colonies and East Europeans, and their effects on asylum seekers. She examines the recent history of European coordination of border controls and the notion of 'Fortress Europe'.Hayter argues that the existence of controls leads to great suffering and abuse of human rights, and that immigration controls are racist and help legitimate racism. She also demonstrates that immigration controls have actually had a limited impact on controlling numbers. To illustrate her arguments, she draws on empirical material, especially from Britain in the 1980s and 1990s, relating in particular to the use of detention, arbitrary decision-making and the denial of benefits. She compares British government policies with policies elsewhere in Europe and calls for a wider campaign for the free movement of people and the abolition of border controls.

Available in PDF, EPUB and Kindle. Book excerpt: Even in impoverished countries lacking material and human resources, P. T. Bauer argues, economic growth is possible under the right conditions. These include a certain amount of thrift and enterprise among the people, social mores and traditions which sustain them, and a firm but limited government which permits market forces to work. Challenging many views about development that are widely held, Bauer takes on squarely the notion that egalitarianism is an appropriate goal. He goes on to argue that the population explosion of less-developed countries has on the whole been a voluntary phenomenon and that each new generation has lived better than its forebears. He also critically examines the notion that the policies and practices of Western nations have been responsible for third world poverty. In a major chapter, he reviews the rationalizations for foreign aid and finds them weak; while in another he shows that powerful political clienteles have developed in the Western nations supporting the foreign aid process and probably benefiting more from it than the alleged recipients. Another chapter explores the link between the issue of Special Drawing Rights by the International Monetary Fund on the one hand and the aid process on the other. Throughout the book, Bauer carefully examines the evidence and the light it throws on the propositions of development. Although the results of his analysis contradict the conventional wisdom of development economics, anyone who is seriously concerned with the subject must take them into account.

This report presents the results of an extensive investigation into the effectiveness of development aid. The main message of the text of the report is that development aid helps, but only when there is a good policy environment in the recipient countries, that is when there is sound macroeconomic management and when robust government institutions exist. It stresses that it is a myth to think that good policies can be bought by giving development aid: giving aid conditional on policy reforms does not lead to improved economic policies. The conclusion of the World Bank report is that aid flows should be directed only to countries with sound policies and that it should be focused more on supporting governments in reforming entire sectors, rather than on specific development projects. The "Assessing Aid" report has led to heated debates, both among academics and policy-makers, about development aid and aid policies. Many have questioned the methodology used, the results and the policy conclusions of the report. This book aims to contribute to the ongoing discussion about the future of development aid. In particular, it re-examines a number of issues that are crucial to the analysis and to the conclusions of the World Bank report. In this study the authors aim to put the discussion on the future of development aid into perspective and summarise the main findings of the other studies in this collection. They focus on two issues: the aid effectiveness debate before and after the Assessing Aid report, and the discussion on policy conditionality and good governance. Clune documents how ordinary people experienced a major aspect of Cold War diplomacy. The book describes how military-sponsored international travel, especially military training abroad and United Nations peacekeeping deployments in the Sinai and Lebanon, altered Ghanaian service members and their families during the three decades after independence in 1957. Military assistance to Ghana included sponsoring training and education in the United States, and American policymakers imagined that national modernization would result from the personal relationships Ghanaian service members and their families would forge. As an act of faith, American military assistance policy with Ghana remained remarkably consistent despite little evidence that military education and training in the United States produced any measurable results. Merging newly discovered documents from Ghana's armed forces and declassified sources on American military assistance to Africa, this work argues that military-sponsored travel made individual Ghanaians' outlooks on the world more international, just as military assistance planners hoped they would, but the Ghanaian state struggled to turn that new identity into political or economic progress.

In the aftermath of colonialism the Cold War became a dominant paradigm that defined the nature of the continent’s relationship with the rest of the world. The contemporary forces of globalization are now exerting an undue influence and impact upon Africa’s international relations. Increasingly, the African continent is emerging as a vocal, and in some respects an influential, actor in international relations. There is a paucity of analysis and research on this emerging trend. This timely book proposes to fill this analytical gap by engaging with a wide range of issues, with chapters written by experts on a variety of themes. The emerging political prominence of the African continent on the world stage is predicated on an evolving internal process of continental integration. In particular, there are normative and policy efforts to revive the spirit of Pan-Africanism: the 21st century is witnessing the evolution of Pan-Africanism, notably through the constitution and establishment of the African Union (AU). Given the fact that there is a dearth of analysis on this phenomemon, this volume will also interrogate the notion of Pan-Africanism through various lenses – notably peace and security, development, the environment and trade. The volume will also engage with the emerging role of the AU as an international actor, e.g. with regard to its role in the reform of the United Nations Security Council, climate change, the International Criminal Court (ICC), the treaty establishing Africa as a nuclear-free zone, Internally Displaced Persons, the Millennium Development Goals (MDGs), international trade, the environment, public health issues, security, and development issues. This book will assess how the AU’s role as an international actor is complicated by the difficulty of promoting consensus among African states and then maintaining that consensus in the face of often divergent national interests. This book will in part assess the role of the AU in articulating collective and joint policies and in making interventions in international decision and policy-making circles. The Handbook will also assess the role of African social movements and their relationship with global actors. The role of African citizens in ameliorating their own conditions is often underplayed in the international relations discourse, and this volume will seek to redress this oversight. Throughout the book the various chapters will also assess the role that these citizen linkages have contributed towards continental integration and in confronting the challenges of globalization.

This could be an example of a self-fulfilling prophecy: small scale virtually guarantees ineffectiveness. However, the pervasive contemporary pessimism regarding global economic inequality is most likely unfounded. The research described in this book suggests that a properly designed and sufficiently massive economic development assistance project—a Global Marshall Plan—could tremendously reduce the economic gap between the richest and poorest nations within a 50-year planning period. Enrichment of the poor nations would not entail impoverishment of the rich nations. The actual cost of the GMP program to the populations of the rich nations would be a very slight and virtually unnoticeable reduction in the rate of growth of their living standards. The model incorporates features suggested by the skeptical literature on foreign aid, and it is shown that if certain key parameter values are sufficiently adverse, the GMP would indeed be ineffective. However, extensive sensitivity analysis demonstrates that the optimistic benchmark results are robust against wide variations in the numerical values of most model parameters. The fundamental policy implication of this research is that only an actual real-world experiment with a Global Marshall Plan could reliably determine whether or not it would be successful.

The countries involved in the Organization for Economic Co-operation and Development gave the impression that they felt it their duty to help the Third World. Since the beginning of the 1980s, however, this attitude has disappeared from the foreign policy agenda of one developed country after another. It seems that only when a state's self-interest is at risk does a concern for humanistic values emerge. Canada, Denmark, the Netherlands, Norway, and Sweden -- the key middle powers -- have long been regarded as significantly more responsive to the needs of the Third World than most of the other rich industrialized nations. Middle Power Internationalism helps to identify the scope and limitations of the foreign policies of these middle power countries with respect to what Cranford Pratt terms "humane internationalism." Asbjrn Lvbraek describes the major effort in the 1970s to mobilize middle power support for the New International Economic Order. Bernard Wood considers the prospects for effective co-operation between the middle powers of the North and the South. And Raphael Kaplinsky studies the likely impact of new technologies and new methods of production on the economies, and consequently on the North-South policies, of the industrial middle powers. Cranford Pratt concludes with a reflective essay in which he discusses the constraints upon middle power internationalism and the future of middle power diplomacy.
