Hoy por hoy, mas 900 millones de personas sobreviven sin acceso a un agua en condiciones, al tiempo que mas de dos mil setecientos millones de personas carecen de infraestructuras de saneamiento adecuadas. El resultado de estas condiciones de vida tan lamentables es la muerte de mas de 10 000 personas cada dia, De estas, la inmensa mayoria son ninos. La Organizacion Mundial de la Salud estima que un millon seiscientos mil ninos de menos de 5 anos mueren al ano a causa de la diarrea, una enfermedad que se puede erradicar con facilidad con programas de agua, saneamiento e higiene. Las diarreas son tambien la primera causa de desnutricion por causas patologicas. El acceso universal al agua y al saneamiento, y en definitiva a una vida digna, ha sido uno de lo asuntos mas discutidos en el pasado foro mundial del agua de Estambul de 2008. Accion contra el Hambre desea que el agua sea un derecho humano, un derecho fundamental, reconocido por el conjunto de la comunidad internacional. El acceso al agua segura no es solamente un factor importante para la salud publica, si no que tambien condiciona el desarrollo socio-economico de la poblacion de un pais: la agricultura, ganaderia, industria, comercio y la vida diaria misma dependen de un acceso al agua en cantidad y calidad suficientes; su carencia, ademas de ser causa principal de pobreza, origina retrasos en el desarrollo de cualquier comunidad. Este libro se basa en la experiencia en agua, saneamiento e higiene que la red internacional de Accion contra el Hambre ha adquirido sobre el terreno a lo largo de mas de 30 anos de trabajo en cooperacion internacional y ayuda humanitaria. Su objetivo es plasmar en un unico texto conocimientos, tecnicas y criterios que han demostrado su utilidad practica e impacto positivo en los problemas globales antes mencionados. Intenta ademas consolidar metodologias y herramientas para la ejecucion de actividades de cooperacion y de promocion de comunidades y personas vulnerables. Se pretende asi que este libro sea una herramienta de formacion y capacitacion de los equipos que trabajan en el terreno, un instrumento que ayude a alcanzar las metas de cobertura de las necesidades mas elementales, las de autosuficiencia y las de desarrollo pleno por medio de, entre otros factures, el empoderamiento de las personas protagonistas de su desarrollo.

Book excerpt: Este informe se basa en la aplicación de un protocolo diseñado conforme a las recomendaciones de la Organización Mundial de la Salud sobre los servicios de agua, saneamiento e higiene en establecimientos de salud, cuya metodología permite definir las características de dichos servicios y evaluarlos. Los resultados abarcan los muestreos realizados en los establecimientos de salud de los siguientes siete países: Bolivia (Estado Plurinacional de), Guatemala, Honduras, México, Panamá, Paraguay y Perú, con una muestra representativa y un valor de confianza de 95%. En los componentes estudiados se incluyeron los parámetros básicos del Programa Conjunto OMS/UNICEF de Monitoreo del Abastecimiento del Agua, el Saneamiento y la Higiene, a fin de determinar la gestión segura del agua y el saneamiento, y se estimaron indicadores avanzados que proporcionan una visión más detallada de las características de estos servicios en los establecimientos de salud. Entre otros resultados, se destaca que 17% de los establecimientos de salud de los 7 países analizados todavía no cuente con abastecimiento de agua conectado a la red pública. Otro aspecto relevante es que 54% de estas instituciones presenta problemas de calidad de agua, 12% no dispone de baños operativos para pacientes y 40% carece de jabón para lavarse las manos. Además, en 17% de los establecimientos de salud no se clasifican los residuos sólidos generados, mientras que en 15% dichos residuos no se tratan. Por último, 92,5% presenta problemas de vectores, roedores y fauna nociva en sus instalaciones.
